The mission of the Strategic Planning and Management department is to achieve an integrated strategic planning and performance management process that aligns the domains and departments to the organizational goals and objectives.
Reporting to the Deputy Director (DD) of Strategic Planning and Management, the Senior Manager’s key role is to lead the Planning and Performance Management team to drive planning processes and support the performance management for the organisation. In the execution of this role, the incumbent will need to work with all domains and departments and function as the custodian of the corporate planning cycle in SingHealth Community Hospitals.
In this role, you will lead the SCH Work Plan Cycle which includes working with SCH’s stakeholders to develop a 3 yearly work plan aligned to SingHealth’s strategic objectives and focus areas. You will also lead in the development and review of the SCH Strategy Map and Balanced Scorecard (BSC) by conducting regular strategic reviews of the fast-changing healthcare landscape and in the development and enhancement of Senior Management decision making tools and platforms. You will review strategic areas such as bundled care performances and oversee the timely reporting for key reports to SingHealth and Ministry of Health (MOH).
The incumbent will also take charge in the continued development and enhancement of SCH’s data repository system and work closely with stakeholders to understand their operational needs and data analytics requirements and drive the capability building of stakeholders in the area of data analytics. You will also partner and support clinical services planning and development through proposal development, project management from initial planning stage through implementation. You will also coordinate and monitor the performance of SCH’s clinical services by overseeing the overall capacity and ramp-up plans for the community hospitals and alignment of good practices across sites.
You will support the SCH, AH-SCH and cluster-initiated Value Driven Care (VDC) conditions and collaborate with stakeholders on value-based initiatives which includes developing clinical pathways and defining relevant clinical quality indicators and patient reported outcome measures. You will work with clinicians and SCH Finance to support the analysis of VDC conditions to review performance. You will also support key leadership and Board-level meetings.
Requirements
- Bachelor’s degree in Business/ Healthcare Management
- At least 8 years of relevant work experience, preferably in a healthcare environment with at least 2 years of managerial / supervisory experience
- Relevant work experience in strategic planning, scorecard implementation, project management and change management is an added advantage
- Good analytical, communication and writing skills as well as ability to work under tight deadlines.
