Main Responsibilities:
Procurement management
- Manage RSC Procurement Platform & Products, Group Tender & Project Community Métier Leaders by driving objectives, QCD performance and people management (Could manage also transversally or directly Tender & Project Managers/Directors according specific needs)
- Ensure proper implementation of Alstom Procurement procedures
- Promote the Alstom Code of Ethics and adhering to the highest standard of ethical conduct.
- Develop best Procurement contribution to Platform objectives, Product, Tender & Project Procurement strategies
- Maintain QCD reference regular update of Platform Product portfolio to prepare & feed most of Tenders (Reference Library & Solution, and/or Procurement cost referential, and their competitiveness action plan,
- Contribute to Make or Buy Decision making at Platform & Tender phase
- Represent Procurement to Decision Making management committee
- Propose and lead transformation Projects on Platform, Tender & Project Procurement scope and with main other stakeholders (for instance : shape the tender and project sourcing organization to make PM2020 / E4A a success).
- Develop Procurement Maturity of Tender & Project (T&P)
Group Tender governance, administration & métier development
- Define and develop best efficient processes & tools for Procurement Tender Managers & Procurement Platform Directors.
- Animate the Tender community in Regions, synchronized with Domains, to build a strong métier belonging spirit
- Validate the robustness & competitiveness of Tender Procurement commitments done in Regions,
Group Project Management métier development
- Define and develop best efficient processes & tools for Procurement Project Managers.
- Animate the Project community in Regions, synchronized with Domains, to build a strong métier belonging spirit & delivery
- Support on case by case & on-demand Regions and Projects on the métier and/or specific support
- Ensure Project Return Of Experience is taken into account on Platform, Product & Tender management
Performance measurements:
- Tools deployment, maturity level of the community, achievement of audit objectives (APSYS Procurement, Internal Audit, ISO)
- Cost reduction on Tenders as per Procurement Alstom Sourcing Improvement Program (ASIP) rules, T&P function cost
- Improvement of Reference Libraries/ Solutions (Recurrent Cost / Dual Source / Best Cost Countries rate / Supplier capacity)
- Transformation speed & adherence
- Project anticipation on Tendering (pre-bid agreements, macro schedule preparation, Cash, …)
- Tender to Project transfer and Project adherence to Platform & Procurement strategies in Product development
Job Requirements:
- Engineering or Business School Master degree
- Min. 15 years of experience in international Procurement
- Strong Management (10 to 15 years) of multicultural teams
- Procurement in Engineered Equipment
- Tender & Project Management, including Design to Cost
- Strong interpersonal skills
- Communication skills & Team spirit
- Ability to challenge & change management
- Accurate, organized, leadership to manage actions plan at global level
