Assistant Technical Superintendent

Job Description

1. Be part of a team responsible for the smooth, efficient & safe operation of all vessels assigned.

2. Familiar with the classification rules for the assigned vessels.

3. Priority to maintain the assigned vessels, in coordination with the crews, operationally ready at all times.

4. Maintain the assigned ships in compliances to rules, regulations and requirements of the,

  • flag state and other national states
  • classification
  • oil terminals
  • QMBS (Singapore SS524 and SS600) standards and other International quality standards as accredited

5. Coordinating and scheduling vessel both Flag/Class and any related inspections

6. Prepare and control vessels budget and promptly reporting any major no budgeted expenses.

7. Controlling appropriate sharing of machinery hours where machinery redundancy is available.

8. Promptly resolve defects and deficiencies to prevent down time.

9. Reporting to the Senior Superintendent and Technical Manager any contingency or vessel structural/machinery failure which comes to his knowledge and may lead into hazardous or risk situation for the crew, the vessels and its cargo.

10. Arranging, follow up and reporting technical support of specialized engineers if so necessary in consultation with Senior Superintendent and Technical Manager

11. Examining machinery performance, PMS forms and highlight / report warnings for appropriate action in consultation with Senior Superintendent and Technical Manager.

12. Examine lube oil / bunker analysis and highlight to the vessel non conformities and recommendation in consultation with Senior Superintendent and Technical Manager.

13. Manage effectively any vessel downtime to expedite to operational status.

14. Monitor and take prompt appropriate actions as applicable to improve the assigned vessels performance for efficient operation management

  • Fuel management
  • Maintenance management (Frequency of defects and deficiencies)
  • Budget control

15. Organize a planned schedule for the assigned vessels and carry out at least two ship visits per week or more at sufficiently frequent intervals (at intervals that will achieve the intended purpose) to manage effectively the following, and machinery space housekeeping

  • There is proper handover and familiarization of joining engineer
  • Assess engineer and deck officers’ harmony
  • Engine department documentation organization and training needs for engineer requirement
  • Verify all defects have been recorded and reported as required
  • Engine room safety culture and housekeeping management
  • Endeavour to participate in one shipboard meeting per assign ships with the port captain
  • Carry out water ballast tank and void spaces inspections at intervals not exceeding 12 months
  • Carry out ship inspection at intervals not exceeding 6 months and complete the report within 14 working days.

16. Evaluate the chief engineer at intervals not exceeding 6 months or if circumstances required, at sufficiently frequent (at intervals to achieve the purpose) intervals.

17. Participate at intervals not exceeding 12 months in shipboard meetings with the port captain or if circumstances required, at sufficiently frequent (at intervals to achieve the purpose) intervals.

18. Follow up and close out within the due dates, the audited non-conformances and observations as documented in the reports.

19. Plan in ample time and attend to the assigned ships periodical and occasional docking.

20. Attend to and follow up to close up any requirements on ship matters relating to third party claims.

21. Assist in incident investigation and work closely with the port captain to complete the investigation report.

22. Provide feedback during the Company schedule meetings on the above performed tasks.

23. Joint attendance of SMC and MLC audits and SIRE inspections with the port captain should be carried out.

24. Assist as is required to support the functions of the other departments.

Required Education and Experience

  • Sailing on bunker vessel and holding Class 2/3 engine is an advantage.
  • Minimum Diploma in any related engineering course.
  • Minimum 2-3 years relevant experience in similar position.
  • Able to challenge the status quo and execute changes.
  • Demonstrated capability in difficult negotiation.
  • Technical knowledge.
  • Proficient in MS Office.
