Responsibilities:
- Provide Secretariat Support to Emergency Planning Committee
- Plan, organise and perform secretariat duties supporting Hospital’s Emergency Planning Committee (EPC)
- Assist EPC to develop and compile response plans and SOPs for emergencies, and ensure that the hospital is ready to respond to the emergencies
- Ensure Hospital is operational ready for emergencies (such as Civil Emergencies, Pandemic Outbreak, National Emergencies, electricity shutdown, fire etc)
- To ensure management and maintenance of equipment, supplies issued by MOH (e.g. Supplies for Field Medical Teams (FMT), VVIP Medical Team, decontamination-related equipment, communications equipment, Command and Control systems, or IT systems); and facilities (eg. Hospital contamination stations, HPVF, etc.) developed for the purpose of emergency preparedness.
- Coordinate with MOH to provide support for FMT and VVIP medical support for national events (e.g National Day) based on MOH events calendar, civil emergencies, and other emergencies on a national level.
- Plan, organise training and exercises for Hospital staff for Emergency Planning (EP) activities in accordance with MOH’s requirements and KPIs.
- Assist in the proper setup and management of Hospital Command Centre (HCC) during activation in response to emergency situations
- Assist in ensuring hospital and departments’ Business Continuity Plans (BCP) are in place, updated and reviewed on regular basis with drills and exercises
- Management of Budget and claims from MOH for EP activities
- Assist in the annual capital and operating budgets, expense monitoring and reimbursements from MOH etc.
- Liaise with MOH, cluster and other institutions for EP related activities and emergencies.
- Be the Point of Contact (POC) and liaise with MOH or government agencies in the event of an Emergency 24/7 and to escalate to the management accordingly.
- Coordinate with NUHS and other institutions for collaborations in EP activities
- Other EP activities
- Support Overseas Disaster Relief Efforts and coordinate relief missions for hospitals as required by the hospital CEO/CMB and MOH.
- Provide security clearance requirements for personnel who are involved in handling National or Civil Emergency classified materials and issues
- To undertake other EP related assignments and projects
- Other Assignments
- To participate in corporate events whenever necessary eg. Outreach programmes etc
- To undertake any assignments or projects when assigned by the Divisional Head
Requirements
- min. Degree Holder with at least 1 to 2 years of relevant experience in Healthcare, preferably in Operations management / emergency planning
- Knowledge in healthcare operations and administration is preferred
- Meticulous with good writing and presentation and project management skills
- Critical thinker, self-motivated and a team player
- Good interpersonal and communication skills
- Proficiency in MS office
