Your role


Our Oil and Energy Downstream Client is urgently looking for Category Lead (Chemicals & Products) who will be responsible for managing the contracting & procurement activities for our Chemicals & Products Refinery and Chemicals Manufacturing assets in Bukom and Jurong Island. The role is responsible for developing and executing category and contract strategies, which includes negotiating and securing contracts and framework agreements with suppliers. The role is also responsible for post-award contract management activities, including spend and supplier management. The role is predominantly responsible for equipment, materials and IT categories (annual spend is approx. USD100M) but may be required from time to time support other spend categories where needed.


The role is based in Bukom Island but may be required to support our Chemicals asset in Jurong Island.


- Assess market place, profile current/potential new supplier,

- Conduct market analysis to benchmark equipment, material, commodity, services, etc prices

- Work with Contract Owners/Holders to determine demand, scope, commercial terms and go-to-market strategy

- Execute sourcing strategy incl. issue tenders, lead commercial and contract negotiation

- Develop stakeholder communication plans incl. commercial and other terms, KPIs,

- Lead contract management process e.g. spend analysis/profiling, contract performance, drive continuous improvement opportunities

- Manage and resolve requisition to pay issues including PR, POs, Invoices, and Account Payables

- Support Engineering and Supply Chain Team manage inventory of equipment and materials

- Manage key account/supplier relationship

- Coach team members incl. Offshore Services team to develop build category expertise

- Support change management (systems, process)activities where applicable

Contract Duration: May-Dec 2024 (may be opportunity to expand beyond December)



You are what we are looking for if you:


  • Have Bachelor’s degree in Business, Supply chain or other relevant field of study.
  • Have minimum 7-10 years experience in Commercial, Business, Supply Chain, Contracting & Procurement roles (knowledge and experience in contracts and deal making is an advantage)
  • Have strong Communication and Stakeholder Management skills
  • Are independent Self starter; Able to navigate complex business and stakeholder environment with ease
  • Have strong delivery and performance mindset; The role includes very stretched targets hence require resilience and tenacity
  • Are a creative thinker, demonstrating intellectual curiosity and challenging the status quo
  • Are a team player who is able to integrate well with team members as well as other co-workers
