Role: Assistant Manager / Manager Site Operations
Reporting to the Senior Director Site Operations, Intercontinental, Japan, China and GPS (Global Patient Solutions). The primary responsibilities of this role are facilities budgeting and business analytic for the region to support the Senior Director for IJCI. This role also needs to manage the facilities operations in Singapore. The position will be a key member of the IJCI Team.
Core Responsibilities:
- Accountable for financial budgeting across the region to accuracy in forecasting and spend.
- Monitor the regional budget to identify spending gaps and implement an invoices tracking system.
- Act as "chief of staff" on business analytics, preparation of presentation decks, and white papers.
- Responsible for supporting lease activities and facilities management in the region.
- Perform Business Analytics for IJCI region to identify Strengths, Weaknesses, Opportunities, and Threats with reasonable recommendations on the path forward.
- Ensure all ICJI region and Company data/documentation is up to date and accurate.
- Develop an annual plan for the implementation of yearly objectives and a 3-year financial forecast.
- Manage Leasehold Improvement, Churn, Facilities, and Operational Excellence projects as required.
- Continued development of the hard and soft services strategy, ensuring appropriate SLA’s and KPI’s are developed and implemented.
- Develop an annual procurement program aligned with the Facilities Master Plan.
- Provide continued support and advice to the business on matters relating to buildings mechanical, electrical, health, safety, environmental, and security.
- Undertake regular technical reviews of M&E and EHS & Security.
- Provide technical advice on new project concepts: standard and quality of design, promotion of best practice, and overall risk management to the business.
Performance:
- Measure performance of site operation to improve service delivery and contract performance.
- Ensure that the Masterplan and data in Centre stone remain accurate and relevant with up-to-date space plans and growth modeling data for the IJCI region.
- Contribute to setting, organizing, and prioritizing goals and objectives for the whole of the IJCI region, undertaking written performance reviews and implementing training/development plans for all direct reports.
- Management of reporting of sub-Regional facility data.
Compliance in Singapore Office:
- Manage compliance of Buildings and EH&S and Security.
- Manage compliance of company policy for procurement.
- Manage compliance with local laws and regulations.
Risk:
- Supervise the facilities service providers to mitigate the potential risks associated with Facilities and Operations via site monthly risk register and escalating where necessary to Head of FM Op.
Finance:
- Maintain and manage the F&O budgets and consolidation for the sub-region and region.
- Produce LE's in line with the Jun/Sept timetable.
- Act to minimize the impact of any variances against forecast.
Occupancy:
- Engage regularly with HR and GM departments to review headcount plans across IJCI region and accuracy in reporting.
- Ensure the correct office space distribution and growth for all sites within the Region.
- Support design stacking plan and work with site leads to ensure real-time and accurate seating allocation.
Business Partnering:
- Engage with GM for Commercial Operations to explain the full F&O proposition.
- Engage with Security, IT, Procurement, Finance, EH&S, and Legal to ensure commitment to successful delivery.
- Create effective communication with occupants to ensure maximum utility of buildings.
- Supervise relationships with landlords and/or property managers.
CIP:
- Identify and assist in developing and implementing procedures and processes, promoting a consistent approach to Facilities management.
- Actively seek opportunities to optimize operation with the delivery of cost savings or improvement of service level.
Required:
- Relevant University degree and a minimum of 5 years progressive experience.
- Experience in budgeting, invoicing, and spend analytics.
- Exceptional capability in making presentation decks for senior stakeholders.
- Experience of managing capital and relocation projects, ensuring EH&S compliance.
- Good English speaking and written communication skills.
- Experience of managing Facilities at multiple sites in a corporate environment.
Preferred:
- Qualified Mechanical or Electrical Engineer or Architect or Building Surveyor with a minimum of 5 years relevant experience. (BEng, BSc, MSc)
- Knowledge and Experience of working within the Pharmaceutical or a highly regulated sector.
