The Jobs-Skills Integrator (JSIT) Programme Office will be set up to develop and implement JSIT initiative announced at the Budget 2023 to improve the integration of Singapore’s training and placement ecosystem to optimise training and job matching for companies and individuals in the Wholesale Trade sector. The primary objective is to understand the jobs and skills landscape, shape the demand for jobs and skills, facilitate job matching, and develop and curate training programmes in line with the needs of the Wholesale Trade sector.
As the Jobs Skills Advisor, you play a critical role in advisory companies on the skills competency and skills gaps within the companies. You will assist the companies with a roadmap for improving their skills gaps, identifying the appropriate training workshops and assisting in hiring the right talents for the companies.
Job Responsibilities
- Work directly with companies to provide advisory work relating to human capital development
- Responsible in project and client management to identify opportunities to transform, upskill and re-skill companies’ workforce.
- Perform Job Analysis and Profiling for companies’ workforce and recommend appropriate solutions to improve the skills of companies’ workforce.
- Identify job redesign opportunities and propose job redesign plans and training programmes
- Review companies’ HR policies and processes and recommend appropriate solutions
- Assist companies in project implementation and follow up on manpower outcomes
- Build relationships and collaboration with important stakeholders of Government, Eco-system partners and the business community in Singapore Wholesale Trade Sector
- Responsible to achieve or exceed JSIT goals, objectives, activities and key performance indicators (KPIs)
- Reach out to and seek collaboration with Training Providers and HR facilitators
- Encourage companies to send employees to curated training programmes and new training programmes curated under JSIT programme
- Participate in outreach events as speakers
- Contribute to curating and developing new WST training programmes
- Recruitment : Assist in writing Job Descriptions (JD), Recommend suitable HR firms/HR platforms and Government Manpower Assistance programmes, eg. CCPs, SGUP, Train&Place, etc
Job Requirements
- Good degree, preferably with a Graduate Diploma in HRM
- More than 10 years of experience in human resources, with at least 5 years in a leadership role.
- Strong knowledge of HR practices and demonstrated ability to provide HR solutions in a fast-paced and complex environment. Knowledge of Wholesale Trade is an advantage.
- A strong and demonstrated track record in consultancy, advisory or leading manpower transformation projects (e.g. jobs re-design, job analysis, training needs analysis, recruitment).
- Demonstrate high levels of technical and professional knowledge to keep up with the current developments, trends in advisory services capabilities and HR knowledge
- A good understanding of Singapore’s manpower landscape and government manpower-related policies, regulations, programme and grants
- Proficiency in delivering a business report to presenting solutions and managing the project implementation with clients
- Knowledge in using HR tech tools like JobKred is an advantage
- Well-developed core consulting skills in research, analysis, planning, presentation, negotiation, communication (written and spoken), presentation, facilitation skills and customer relationship skills
- Exceptional in problem-solving skills – an analytical, innovative, and creative mindset
- Resourceful, results-driven, self-starter, able to work independently
- Effective teamwork and organisational skills
- Strong interpersonal and stakeholder management skills, with the ability to engage stakeholders across all levels
- Bilingual in both Mandarin and English is an added advantage
