The Agency for Care Effectiveness (ACE) is a Health Technology Assessment (HTA) entity within MOH. The role of ACE is to (a) support national policy decision making through evidence-based assessments and appraisals; (b) produce national Guidance on appropriate, clinically-effective and cost-effective patient care; and (c) design and deliver interventions to ensure maximum value for the system and patients.
Within ACE, the value-based pricing (VBP) for medical technologies unit is responsible for critically appraising clinical evidence, performing market analyses, and developing negotiation strategies to achieve fair prices for medical technologies for national reimbursement or subsidies.
As an Analyst/Specialist/Senior Specialist (VBP), you will be part of a team responsible for:
- Developing strategies based on critical appraisal of clinical evidence and market analyses to inform negotiations with companies.
- Engaging companies in price negotiations and discussions.
- Supporting the development of medical device technology assessments and guidance documents.
- Implementing and monitoring the utilisation of subsidised medical technologies that have been recommended for government subsidies and reimbursements.
- Preparing Health Technology Assessment reports to support decision making by MOH’s advisory committees.
- Analysing market trends for medical technologies using published reports, data, and statistics.
- Generate market forecasts for medical technologies under evaluation to anticipate future trends.
- Developing and maintaining templates for reporting, and presenting outcomes achieved by the VBP team.
- Managing databases for medical technology utilisation to extract relevant data for technologies under evaluation for subsidy.
- Ensuring adherence of VBP processes to Standard Operating Procedure.
- General data management and analyses.
Accountabilities:
- Engage companies in VBP discussions
- Analyse selected medical technology’s market through published reports, data, and statistics.
- Assess future trends.
- Develop briefs to facilitate pricing discussions with companies.
- Ensure adherence of VBP processes to Standard Operating Procedure.
2. Support the development of medical technology assessment and guidance documents
- Manage databases for medical technology utilisation to extract relevant utilisation data for all technologies that have been selected for assessments.
- Clean data in timely and accurate manner.
- Prepare technology briefs, describing volume utilisation, prices and budget impact, to support evaluation reports.
3.Implement VBP items at the public healthcare institutions
- Work with external stakeholders to facilitate downstream procurement and inventory management.
- Continually evaluate and evolve VBP workflows to maximise efficiency.
4.Monitor impact of VBP
- Project VBP outcomes in terms of cost avoidance to system and implications for patients.
- Draft reports and provide updates to ACE Senior Management and MOH on outcomes every 6 months.
5.Other scope
- Carry out VBP secretariat duties in a timely manner.
- Coordinate meetings, including organising agenda, collating supporting documents, and writing minutes following meetings.
- Provide timely response when required to ad hoc questions on prices and market trends.
- Coordinate company submissions for all technologies that have been selected for assessments.
- Coordinate resubmission exercises with companies and collate submissions.
- Work with staff and policymakers on a range of issues.
Job Requirements:
- Bachelor’s degree in biomedical engineering, pharmacy, healthcare administration or related fields.
- Experienced working in hospital, medical device, or pharmaceutical companies preferred
- Knowledge of epidemiology preferred.
- Excellent analytic and quantitative skills.
- Familiar with data tabulation software
- High degree of attention to detail.
- Excellent written and oral communication skills.
- Strong organisational, multi-tasking, decision-making and problem-solving abilities.
- Ability to work independently as well as a team and develop interpersonal relationships with internal and external stakeholders.
