Reporting to the Head of Technology Risk Management, the Head of Enterprise Data Governance (HEDG) will have the overall accountability to deliver into the business the overall data strategy and to ensure compliance with the data and data privacy policies.
Job Description:
- Hold overall accountability for the implementation of the Group Data and Data Privacy Policy, standards and Data Strategy
- Deliver the goals outlined in the Group Data Strategy and those of the Data Governance Council (DGC)
- Partner with business teams to help define their data ownership strategy and help deliver their objectives through data-led initiatives
- Attend Group DGCs; Act centrally for PACS on all matters concerning or requiring engagement with Group DGCs and Group Data CoEs
- Establish and Chair the PACS DGC, ensuring adequate business/functional/control representation and a standing agenda that reflects:
i. adequate oversight of DG framework developments; as well as
ii. monitoring of adherence to data management/governance standards
iii. identification of data risks, actions to resolve breaches/incidents, audit/regulatory issues
iv. surveillance of key risk/performance indicators - Ensure that roles are responsibilities of data owners and stewards are updated and sufficiently clear
- Oversee the identification of core data sets and clear definition of ownership, ensuring that ownership and stewardship of data assets are end-to-end, across data lifecycles and functional lines
- Oversee collaboration with the business and technical teams to build and grow PACS Business Glossary and Data Dictionary, to drive data literacy and ensure consistency in the understanding of Core Data Assets across the organization
- Oversee the data quality program for PACS, encompassing data quality issue reporting, management and monitoring, to ensure that the quality of data meets the business requirements and standards through timely facilitation of remediation of data quality issues, and ongoing tracking and monitoring of data quality through use cases and core data asset quality scans
- Oversee the development and implementation of standards and processes to ensure a robust and consistent approach(es) to data access and accessibility; access control; data classification; customer consent management; data quality management
- Oversee PACS approval for all data sharing arrangements with 3rd parties, in line with Group policies and standards, and/ or local regulations
- Lead the collaboration with IT on the local development and deployment of the Prudential Master Data Management platforms, contributing to the Prudential centralised repositories of core data. Leverage your knowledge on data/information management architecture, data platform strategy and management to enable PACS to achieve a more sophisticated, agile, and robust target state data architecture. This includes accountability for establishing and managing standard data models for core data sets; clearly defined data dictionaries; effective metadata management, enabling traceability of data provenance and lineage
- Collaborate with Local and Group Security and Group Technology to ensure the solutions being provided to the business teams meet the regulatory (i.e. PDPA), Group and local policy standards. Oversee the deployment of new/changing data security and privacy regimen (protocols, processes)
- Oversee any changes to PACS’s data retention policy and any enterprise level execution of policy requirements
- Oversee the data management training framework for PACS, ensuring that all in-scope employees receive sufficient skills/knowledge development to perform their roles in data management effectively
- Oversee and manages the Data Privacy assessment of third parties that PACS engages in line with Group policies and standards, and/ or local regulations
- Provide leadership and ownership of the EDM Programme of projects/workstreams designed to prioritise and execute developments and implementation of Group Data Policy requirements
- Direct/Matrix-lead business Data Stewards/teams of Information Management professionals to effectively develop data management processes to reduce complexity, improve data quality, and increase efficiency throughout the information management lifecycle
- Define, measure, monitor and report data governance and data quality metrics and drive the realisation of business value and benefits of the data governance program in PACS.
- Responsible for audits related to Data Governance, Data Quality and Data Privacy domains
- Where required: Budget planning, Team leadership, Mentoring, talent management and recruitment
- Establish and earmark for sharing - reusable data capabilities / assets across Prudential; Collaborate with Data CoE and other LBUs' CDOs and data governance council’s across Prudential

Working Experience
- 8-10 years’ working experience
- Relevant experience in Implementing / Consulting relating to data management or across multiple business disciplines as data governance professionals, business process engineers or business reporting functions
Professional Qualifications
- Knowledge of tools and techniques on data governance and data quality management
- Knowledge of tools, techniques and processes for gathering and reporting data
- Experience in working in a diverse organisation and across front to back business processes
Education
- Degree holder of any business/ financial related discipline
Language
- Fluent written and spoken English
