The Executive will be responsible for submission of subvention and reporting to MOH. The incumbent is also responsible for fee revision, bill size analysis, service costing, cost centre analysis and
budgeting as well as system changes, improvements and enhancements.
MAJOR DUTIES AND RESPONSIBILITIES
(A) SPECIFIC
Subvention Accounting, Analysis and Reporting
1. Prepare and submission of Quarterly SOC aggregate data to MOH.
2. Prepare monthly journals for Operating & GST subvention accruals for KTPH;
3. Ensure the timeliness and accuracy of the yearly subvention quantum by
medical discipline.
4. Be part of the interface job monitoring and submission team for subvention
matters
5. Reconcile yearly workload submitted for subvention for unblock subvention;
6. Assist in system testing relating to subvention claims.
7. Monitor late submitted cases or discrepancies in the MOH casemix records.
8. Analyze and highlight any unusual high movements in subvention quantum
and trends
9. Submit TOL and bed complement data as at 31 December / upon request to
MOH on a yearly basis.
Statistics
1. Prepare and submit simple statistics report to Singstat or upon request by
Statutory board;
Management Reporting
1. Prepare timely and accurate activity and other management reports for
management or MOH.
2. Preparation of financials and workload information for monthly strategic meetings.
Revenue Accounting
1. Ensure proper GL mapping for revenue for SAP and applicable ancillary
systems.
Fee Revision
1. Perform fee simulation for new services and mass fee revision,
2. Maintain price table accurately in billing system in accordance to approved
prices by Senior Management or designate.
3. Ensure the services are set up with correct default performing cost centre.
4. Assist and support mass fee revision exercise as assigned by Manager
(Finance).
Costing and cost centre analysis
1. Analyse cost centre report to achieve comprehensive understanding of the
revenue and cost of assigned medical discipline and cost centre.
2. Liaise with external/internal customers on data collection for costing of
services/procedures/new initiatives.
3. Support the costing team in the MOH Health Services Costing Exercise and meet
stipulated deadline.
4. Prepare costing of services/procedures.
5. Perform feasibility studies via NPV for new services to justify manpower hiring,
equipment purchase and renovation.
Revenue & Cost Budgeting
1. Prepare annual hospital revenue and subvention budgets based on forecasted
workload.
2. Prepare cost budgets for assigned cost centre including manpower.
Workload Reconciliation
1. Perform reconciliation of workload amongst different systems especially for
subvention.
Cluster Work
1. Intercompany revenue and cost analysis.
2. Cluster project feasibility studies via NPV.
(B) GENERAL
· To understand team member’s job responsibilities to achieve job coverage

JOB REQUIREMENTS
EDUCATION, TRAINING AND EXPERIENCE
· Minimum Degree in Accounting or Business Administration / Accountancy, at least 2 years of relevant working experience
· Hands-on experience with SAP System will be an added advantage.
· Degree in Accountancy/Business, ACCA/CIMA or equivalent with minimum 2 years’ relevant work experience
· Experience in developing and implementing processes, procedures, systems and or standards
· Proficiency in MS Office such as MS Word and Excel.
· Good knowledge of SAP systems and experience in the healthcare industry will be an added advantage
· Self-motivated, resourceful, analytical, independent, meticulous and comfortable with routine work
· Team player with strong communication skills is preferred.
