We are seeking a dynamic and experienced Programme Manager to join our team to lead the execution of research programmes across multiple institutes and external entities.
About This Role:
As a Programme Manager at the Bioinformatics Institute within the Agency of Science, Technology and Research, you will play a crucial role in driving the success of our research programmes. This dynamic position requires a blend of strategic thinking, effective communication, and project management skills to ensure the seamless scoping, alignment and execution of cutting-edge projects.
You will be at the centre of action of interdisciplinary collaborations, working closely with research teams, external partners, and stakeholders to advance the field of bioinformatics. Key Responsibilities:
- Programme Ownership:
- Take ownership of research programmes together with the scientific lead, overseeing the entire lifecycle from project formation to execution.
- Collaborate with research teams in the early phases to assist in proposal scoping and development, funding acquisition, and project initiation.
- Project Management:
- Utilize strong project management skills to ensure projects are delivered on time, on target and within resources.
- Develop and implement project plans, track progress, and proactively identify and mitigate risks, under framework agreements.
- Work closely with scientific lead to pitch to management and gain required approvals for contract execution and funding.
- Working with other project managers in the programme to coordinate execution and reporting.
- Manage multiple programmes concurrently, each at different stages of development, with varying levels of attention required.
- Prioritize and allocate resources efficiently to meet programme objectives
- Stakeholder Management:
- Engage with internal and external stakeholders to build strong relationships and ensure alignment with programme goals throughout programme lifecycle.
- Effectively communicate project updates, milestones, and potential challenges to stakeholders.
- Conflict Management:
- Demonstrate strong conflict resolution skills to address issues promptly and maintain positive team dynamics.
- Navigate challenges tactfully while keeping the focus on programme objectives.
- Strategic Partnering and Business Development:
- Work with the Business Development team to assemble Industrial Stakeholders and Performers across Research Institutes (RI"s) to build a cohesive team for the execution of the programme.
- Supporting on Strategy and Business Development activities when called upon.

Qualifications:
- Bachelor or other advanced degree in bioinformatics, biomedical engineering, life sciences or relevant scientific or management field.
- Proven success in programme and project management, preferably in a research or academic setting. PMP certification is a preferred.
- Strong understanding of bioinformatics and life sciences.
- Excellent written and verbal communication skills.
- Excellent interpersonal skills
- Demonstrated ability to manage multiple stakeholders and conflicting priorities.
- Proficiency in conflict resolution and problem-solving.
