Job Description:
Policies and Procedures:
- Keep updated on relevant rules, regulations and requirements applicable to charities e.g. Charities Act and other applicable rules and regulations, Financial Reporting Standards
- Keep updated and familiar with policies and procedures; review and improve processes and workflows
- Carry out monthly closings
Finance support for fundraising:
- Monitor status of fundraising initiatives compared with targets
- Issue tax-deductible receipts correctly and in accordance with the Charities Act and ensure fundraising expenses
- Record donations into all relevant systems and post to SAP.
- Ensure donation receipts reconciled to records in SAP and relevant systems for submission to IRAS
- Submit information required for matching grants application
- Receipts of matching grants are received within reasonable time
Finance support for grants management:
- Process grant expenses and claims
- Track funds availability for application request to drawdown and ensure grants are claimed within the approved quantum and expiry dates
- Ensure unused grants are returned
Grants Management:
- Receive and vet grant applications
- Assist awardees with grant expenses submission
Placement of fixed deposits:
- Place available funds in fixed deposits on ongoing basis
Budgeting:
- Handle budgeting exercise, including:
- Prepare forecasts for current financial year
- Present budgets for new financial year for approval
- Ensure all requests for project budgets or variations are incorporated in the budget for the new financial year
- Update relevant team(s) on approved budgets
Internal and External Audit:
- Attend to internal and external auditors’ requests, queries, etc.
- Follow up on actions
Reporting to management:
- Update management periodically on status of the endowment funds, including fundraising initiatives; grants utilisations; balances in the accumulated funds
- Submit requested information or reports required by Fund or other relevant parties
- Maintain and update records on the charity portal
- Support and secretariat for meetings
- Update funds status and get approval for budgets at meetings
- Seek approval for annual submissions on the charity portal
- Record minutes of meetings and follow up on matters arising
Job Requirements:
- Degree in Finance or relevant subjects
- Minimum 2 years’ working experience and knowledge in the following areas:
- Charities and their fundraising and grants activities and statutory requirements
- Full spectrum of accounting functions, including budgeting, accounting, audits, reporting, presenting at Board meetings
- Ability to have an overview of situation as well as analyse interdependency and implications between different matters and provide advice and recommend action
- Independent worker who can plan and complete work within expected timeline or turnaround time, accuracy and completeness
- Initiative to review different matters and update management or recommend and implement changes or improvements
- Delivers high quality work
