Regional Operations Manager

Position Summary

The Operations Manager manages all of the regional grants/contracts, financial/accounting, and/or administrative & logistics functions of the APFD regional units. S/he manages and supports regional projects financial reporting to provide management with timely and relevant financial information to make informed decisions. The Operations Manager ensures that sound donor and grant management policies and practices are adopted and implemented. With close coordination with the supervisor, s/he develops budgets and revenue forecasts and support the development of strategic plans as they impact operation functions. S/he also supports fundraising efforts including developing cost proposals and performing donor assessments.

Will provide general operations support specifically for the regional unit and team. S/he will work closely with VP Operations, HQ staff and other CI Ops Lead to ensure operational functions comply with CI’s policies, procedures, and donor and local reporting requirements. They will have a thorough understanding of CI’s policies and procedures, be able to guide staff in applying them, and work with the supervisor to resolve more difficult questions and requests.

The Manager does not directly manage staff. Duties are performed under general supervision.


KEY RESPONSIBILITIES

Financial, Accounting, Budgeting and Contract/Grant Management

  • Manage the regional units budget and ensure timely and accurate financial reporting. Work with program management to identify and implement follow-up actions when necessary.
  • Manage timely and accurate recording of accounting transactions. Ensure compliance with CI policies and procedures and local reporting requirements.
  • Manage regional grants/contracts administration and donor reporting, including managing compliance with grants and donor agreements.
  • Manage budgeting, reporting, and financial compliance of grants and donor agreements. • Manage annual and ad-hoc budgeting. Support fundraising proposal efforts.
  • Ensure the effective and efficient stewardship of CI’s assets and financial resources. Manage program audits and ensure the audit findings are recommendations are addressed and implemented.
  • Manage other financial issues that arise, including risk management.
  • Oversee day-to-day financial transactions. Duties include reviewing and preparing payment requests, reimbursements, reclasses, preparing account reconciliations and other related transactions.
  • Provide grants administration and support. Duties include reviewing and verifying contract information, entering and maintaining contract information in CI’s grant management systems, and generating reports.
  • Provide support on fundraising and incoming funds management, and ensure award and amendment steps & processes are being followed (such as of PARS and PMF)
  • Manage regional units operating budget including identifying cost cutting measures and working towards covering overhead staff costs.
  • Create and review expense reports, track expenses and ensure accurate coding.
  • Work with the auditors as necessary.

Business Operations

Provide support when needs on the administrative& logistics, financial/accounting, and/or grants/contracts functions of Asia Pacific field division. Duties are varied and include overseeing financial transactions, reviewing grants& contracts transactions, providing grants & contracts administration support, maintaining filing, creating reports and analysis, and other proactive office support to ensure the efficient functioning of the division.


Support the supervisor on the Human resources function when needs - Work closely with Global HR for guidance on people management issues including performance management, merit review, recruiting, staffing, and provide support to supervisors on personnel issues include new hire onboarding, S/he will also provide meeting/conference planning, time recording, travel, IT liaison support as directed.

PEOPLE AND RESOURCE MANAGEMENT RESPONSIBILITIES

  • This position does not have direct supervisory authority but assists less-experienced peers.
  • Serves as a subject matter expert on program operations.
  • Manages the regional unit’s budget.
  • Accountable for managing public or private funds important to achieving CI objectives.


WORKING CONDITIONS

  • Typical office environment.
  • Occasional travel of less than 10% may be required.
  • Ability to work extended hours to meet deadlines.


QUALIFICATIONS

  • Bachelor’s degree, preferrably in Finance, Business Administration, or related field.
  • 6-8 years related work experience (e.g. administration, accounting, finance, human resources, grants management). Experience in Business World and/or Citrix system is preferred.
  • Experience in providing operations support and managing accounting/financial and grants/contracts transactions preferred. In this regard, experience working in an international nonprofit experiences or the environment field.
  • Strong analytical skills, organizational, and interpersonal skills.
  • Strong communication and presentation skills including the ability to effectively convey complex details or technical information.
  • Highly familiar with etiquette, protocol, and employing cultural awareness and sensitivity.
  • Proven team player.
  • Highly organized and able to manage multiple priorities simultaneously in a dynamic environment and ability to work independently.
