The SRTO/ RTO shall be required to perform the following:
- To supervise the execution of the works and maintain quality control and ensure that the works are carried out in accordance with the Contract Specifications, Drawings, all other contract documents, site instruction, approved contractor’s method statement, working procedures, relevant Building Control Acts and Regulations and requirements or regulations imposed by the relevant Authorities.
- To assist the officers in all aspects relating to the construction of the Project, keeping and reviewing the record of works progress, materials, equipment at site, variation works, tests reports, inspections, provisional quantities, dayworks etc., monitoring Contractor’s schedules, observe and comply with site safety, submitting all reports and ensure that works are carried out in a safe and proper manner.
- To attend all site progress, variation, co-ordination and design/technical meetings as required and to keep proper minutes of these meetings, relating to the Project and other duties as directed from time to time.
- To assist to resolve all site issues, including coordination with adjacent/ nearby construction sites and report to the supervising Qualified Persons/ project manager.
- To check that all project drawings (including shop and construction drawings etc.), sample etc. submitted by Contractors and their sub- contractors/ suppliers/ vendors are in accordance with the specifications and raise any discrepancies and/or possible problems before construction work commence on site and progressively throughout the entire course of the project.
- To verify all reports and claims submitted by the Contractors.
- To keep track of requests, verify and measure variation works, provisional quantities, optional items, etc.
- To keep and review records of works including materials, samples, site equipment, inspections, test reports, and ensure proper documentation.
- To keep track of all records and forms submitted by contractors, their appointed qualified persons and site supervisors for temporary works, specialists works and any other works that are designed and supervised by contractors’ own Qualified Persons.
- To monitor contractor’s schedule, site progress and ensure all defects are satisfactorily rectified in a timely manner.
- To provide wherever and whenever necessary standing supervision for the construction of civil and structural works in accordance to the Project Specifications, Construction Drawings and Building Control Act and Regulations.
Requirements:
Senior/ Resident Technical Officers
- Minimally a Diploma in Civil & Structural Engineering or equivalent from Singapore Polytechnic or other tertiary institutions of equivalent standing.
- For RTO - Minimally a Diploma in any construction-related field from any local or foreign polytechnic, or National Certificate on Construction Supervision (NCCS) or Diploma in Construction Engineering from BCA Academy.
- The candidate must be a registered Sr. RTO/ Resident Technical Officer with BCA.
- At least 8 years (2 yrs for RTO) site supervisory experience in reclamation related projects. A minimum of 10 years (5 yrs for RTO) of marine related projects or other related working experience may also be considered on a case-by-case basis.
- The candidate must possess and demonstrate a track record of being team players with ability to contribute and have adequate knowledge of the operation procedures for reclamation and/or marine related projects within Singapore waters, particularly on dredgers, barges etc.
- At least 5 years (2 yrs for RTO) site supervisory experience in land-based construction related projects for projects that require land-based supervision works.
