RESIDENT TECHNICAL OFFICER (ARCHITECTURAL) (RTO) (CMTPC)

Responsibilities of Resident Technical Officer RTO (Architectural)


  • To supervise and ensure quality of construction works on-site and off-site manufacturing facilities, including architectural, interior, façade, signage and landscape works, including interfacing with building services.
  • To monitor the project including progress control, quality control, variation/cost control, safety control, environmental control etc.
  • To check that contractor executes preliminaries on all items specified in tender documents.
  • To maintain proper and updated daily records of all works done, including records of tests, inspections, status of work, safety, site diary, material and equipment delivered to and on site, labour, dayworks, provisional quantities, etc.
  • To ensure that all works are carried out in accordance with approved drawings, samples, method statements, building-by-laws and contract specifications and details are executed by the contractor.
  • To liaise with contractors/sub-contractors in the coordination of site works.
  • To assist Consultant/Employer in the supervision and quality assurance of construction work on-site and off-site manufacturing facilities and report any delay, potential problems, defects and non-compliances immediately.
  • To coordinate with the Site Staff of the other disciplines; namely, Mechanical & Electrical and Civil & Structural.
  • To verify reports and claims submitted by contractors. To submit Weekly Progress Reports, inspect and draw-up defect list. To attend all Client Consultants Meeting (CCM), Site Progress Meetings, User Group Meetings, Technical Coordination Meetings, BIM Meetings and Site Walks as and when required.
  • To ensure the contractors maintain work safety, cleanliness, and tidiness of the site.
  • To highlight discrepancies, deviations, feedback site progress, irregularities, and any critical/major issue to the Resident Engineer, SO/SO rep.
  • To coordinate with the contractor and Employer’s direct vendors for furniture/equipment in the execution of affected works to ensure no implication to work progress.
  • To compile Punch List or Defect List with the contractors and ensure that the contractors carry out rectification work diligently to clear all defects during the Maintenance Period.
  • To undertake any other duties related to the project as and when instructed by the consultant team.

Requirement of Resident Technical Officer RTO (Architectural)

  • Diploma in Building or related discipline from a recognized tertiary institution
  • Minimum 8 years relevant experience as Resident Technical Officer with experience in supervision of high-quality building projects including builders’ work, ID and fit-out works in Singapore
  • Experience in institutional and healthcare related project is preferred
  • Experience in supervision of precast façade works will be an added advantage.
  • Relevant experience in the co-ordination of architectural with C&S and M&E Works.
  • Fully conversant with statutory regulations, codes for site supervision and quality control procedures
  • Able to resolve site and technical issues, prepare and document detailed site progress reports, thorough with good coordination skills and attention to detail.
  • A good team player with integrity, mature and able to communicate effectively with technical personnel as well as workmen on site.
  • Proficient in Microsoft Office.
  • Able to start Q4 2024.
