Senior Crew Executive / Manager

Job Summary:

The Senior Crew Executive / Manager plays a pivotal role in managing a small team that is responsible for the day-to-day operations and policies regarding the sea-going staff of offshore vessels and land-based contract staff.

As a Senior Executive, you support our organization’s quality, safety, and environmental management system in the process of continuous improvement. In this regard, you assume responsibility and accountability for supporting and coaching any staff under your care.


Key Tasks/Responsibilities (Includes but is not limited to):

  1. Plan, coordinate, and oversee the daily crewing personnel functions, ensuring compliance with department policies and procedures.
  2. Develop and implement crewing strategy to identify, recruit and retain the crew.
  3. Responsible for crew recruitment, performance management, disciplinary/grievances management, and mandatory trainings.
  4. Provide operational guidance to Crewing staff on all crewing/contract staff related issues.
  5. Handle the personnel mobilization and demobilization, including travel, visas, and accommodations, in a cost effective and timely manner.
  6. Monitor and ensure that all crew payrolls are done in an accurate and timely manner.
  7. Collaborate with vessel owners, operations, and technical managers on crew requirements, recruitment, wages, and other relevant matters.
  8. Provide any crewing support that may be required by other Boskalis companies.
  9. Coordinate with manning agents for personnel scheduling and provide instructions/guidance for crew changes.
  10. Liaise with agents, manning agents, and various embassies on crew visa issuance and immigration clearances.
  11. Facilitate smooth logistics for incoming and outgoing crew by coordinating with port agents.
  12. Manage up-to-date crew lists for each vessel and oversee the records of personal, medical, and training details, ensuring the validity of documents and licenses for all seagoing personnel.
  13. Review and approve invoices from agents for crew, travel, accommodation, manning, and visas prior to submitting them to the Finance department for payment.
  14. Prepare and manage all crew budgets including crew insurance coverage.
  15. Ensure crew compliance with all regulations necessary for their proper functioning, in accordance with IMO conventions, Flag requirements, MPA, ICA, and MOM regulations.


Education/Certificates:

  1. A degree or diploma in Maritime Business/Nautical Studies or any related disciplines.
  2. A Certificate of Competency will also be considered.


Experience/Knowledge:

The applicant should have:

  • A minimum of 3 years of relevant crewing or ship management experience.
  • A comprehensive knowledge of crewing and manning requirements of Harbor Craft vessels.
  • A comprehensive knowledge of Singapore Work Pass rules and processes.
  • Experience in dealing with Flag, MPA, ICA and MOM.
  • A sound working knowledge of Microsoft Office software especially with, Word, Excel and PowerPoint.

In addition, the applicant should:

  • Possess a good ability to write and speak in English.
  • Have excellent communication skills – able to communicate competently, understanding the needs of others and answering queries efficiently.
  • Have an ability to multitask, meet tight deadlines, work under pressure while remaining composed and calm.
  • Have good organizing skills and an attention to details.
  • Be confident, firm, assertive, able to work independently and have good decision-making skills while having a proactive and positive attitude.
