Job Description


1.Manage the design, technical specification, selection, modification and troubleshooting of mechanical equipment, structures and systems so as to provide mechanical engineering discipline support to construction, operations, maintenance and project teams

· Define project execution and construction strategies through each project including project implementation with contractors

· Review and approve piping and valve systems maintenance and construction support through plans and isometrics, specifications and design criteria

· Define materials selection and corrosion control strategies for life-cycle integrity

· Review and endorse formal hand-over and close-out work procedures and practises for the client or main contractor

· Review and endorse sustainable engineering designs and constructions


2.Use engineering drawings, datasheets and layouts to support construction, operations, maintenance and engineering activities

· Validate engineering drawings in managing construction, operations and maintenance troubleshooting and fault-finding activities

· Do final review of As-Built drawings

· Manage critical reviews of engineering drawings and designs


3.Manage project schedule, resources, cost and deliverables to minimise risk and improve productivity

· Develop and execute overall project management plan

· Prepare and submit project budget sheet and projected work done report

· Follow up to resolve delays in site progress and issue notification of delay when needed

· Control project budget and revise budget sheet submission when required

· Identify means to reduce costs, minimise risks or improve productivity on site installations

· Follow up on progress payment

· Follow up on the finalisation of variation orders when required

· Review vendors’ performance upon project completion


4.Effectively manage staff under the direct control of the position holder ranging from coordination to directing people and teams

· Plan the required manpower to meet project schedule

· Set and communicate individual and team-based objectives and delegate tasks

· Monitor and supervise individual and team performance and provide feedback to individuals and teams

· Communicate effectively with individuals and teams and manage workplace conflict

· Prepare and submit performance appraisals for staff and workers


5.Manage clients and partners to ensure continuous engagement by gathering requirements and feedback and resolving issue

· Engage relevant stakeholders to understand their project expectations and requirements

· Build relationships with relevant stakeholders throughout project life cycle

· Collaborate with relevant senior stakeholders to ensure implementation of feedback processes

· Follow up to close technical clarification or issue with client or main contractor


6.Implement Workplace Safety and Health (WSH) procedures and put in place risk control measures to ensure a safe and reliable workplace environment

· Ensure that WSH hazards have been identified and risks (including OHS) have been assessed and control measures put in place to address the hazards and risks

· Participate in developing safe work practice and MSRA with relevant team members

· Adhere to OHS & WSH procedures

· Participate in workplace safety and health activities and meetings


7.Prepare business proposals to capitalise on new business opportunities and draft contracts and negotiate contract terms and conditions

· Identify proposal requirements based on understanding of client needs or tender specifications

· Develop and submit proposal with the relevant required information and make a presentation, if needed

· Apply negotiation techniques to achieve desired negotiation outcomes

· Prepare new contract and arrange for contract-signing

· Record signed contracts to support audits and dispute resolutions


Job Requirements

At least a Bachelor degree with minimum of 15 years of relevant experience

Is a domain expert in mechanical engineering, control and instrumentation

Demonstrated Strategic planning capabilities

Strong people and project management skills

Meticulous time management and strong analytical capabilities

Good written and oral communication skills

Ability to manage complex or multiple projects
