Superintendent, Marine/HSSEQ

Pacc Ship Managers Pte Ltd

1. Oversees the safe, efficient, and cost-effective performance of ships assigned.

2. Ensures ships managed and operated in accordance with organisational policies, operating

procedures, and management systems.

3. Analyse risks and ensure that all procedures are adhered to and comply with International Safety

Management (ISM) Code and classification rules.

4. Well organised, able to work as a team and may occasionally be required to sail onboard ships.

5. Ensure ship comply with International Maritime Organisation (IMO), Flag State and Port State

rules and regulations.

6. Ensure ships always maintain their Class.

7. Ensure timely execution of audits and certifications renewal and placement of documents

onboard ships.

8. Monitor reports to ensure ships meet requirements and possess the relevant documentation.

9. Brief crew on organisational policies, documentations, and procedures.

10. Conduct appraisals of crew members.

11. Endorse crew assigned to ships.

12. Conduct interviews for senior officers / engineers and make recommendations.

13. Monitor performance and appraise senior officers / engineers.

14. Maintain Safety Management System (ISM) updates to ensure quality, accuracy, and efficient

procedures.

15. Monitor ships’ Non-Compliance Reports (NCRs) and ensure follow-ups are carried out to

address them.

16. Analyse/investigate nature and cause of serious incident / accident.

17. Monitor ship operating costs.

18. Monitor monthly key performance indicators (KPIs) and targets.

19. Manage compliance to risk management frameworks, policies, and processes.

20. Analyse risk management data to identify gaps and propose corrective measures.

21. Oversee implementation of workflow improvement to improve efficiency.

22. Assess viability of workflow improvements.

23. Optimise utilisation of resources effectively.

24. Acquire and allocate resources to support operations.

25. Ensure ships maintain adequate supply of critical and spare parts.

26. Update clients on ship status and issue arising.

27. Manage information exchange between clients and businesses.

28. Maintain relationships with clients.

29. Member of the Quality Assurance and Operational Integrity (QA & OI) Department and ensures

that ECP objectives are met and compliance of the ECP requirements by the vessels.

30. Conduct internal audits of 100 percent of the vessels subject to ECP annually to ISM Code

requirements (incorporating safety, environmental and technical management criteria).

31. Investigate Open Reports, as directed by the PSM Fleet Director and the PCL CEO.

32. Investigate vessel casualties and oil pollution incidents as directed by the PSM Fleet Director and

the PCL CEO.

33. Make recommendations to the Corporate Compliance Manager (CCM) regarding improvements

to the EMS


Job Requirement:

  • Good computer skills of MS office suite.
  • Good communication skills.
  • Proactive and forward-thinking worker who can plan and manage vessel’s SMT for safe operations
  • Holder of a Class I Master COC (Unlimited).
  • Good people handling and communication skills
  • Sailing Experience as a Certificated Marine Deck Officer for at least 5 years onboard MPVs/ Bulk Carriers
  • At least 5 years of shore-based experience in a similar role or equivalent roles ashore.
