The Centre for Outbreak Preparedness (“COP”) at Duke-NUS was launched in June 2022, with a vision to enhance regional health security across Asia - with major focus on supporting low-and-middle income countries across the region. A key pillar of COP’s efforts is to support the Asia Pathogen Genomics Initiative (“Asia PGI”) which was established to enhance genomic pathogen surveillance in 14 countries in Asia, and accelerate the new tool development to enhance outbreak response capacity. This includes novel technologies such as genomic sequencing, diagnostics, new therapeutics and vaccines. Key work-streams include developing guidance to accelerate approval of innovations; supporting industry and national distributors on issues of procurement, supply and distribution; facilitating links with regional global market shaping efforts to improve affordability; and examining policy/regulatory/legal frameworks to address national and regional challenges.
The position of a Research Fellow at COP will contribute to a new initiative – the Asia PGI Strategy Think Tank developed to support countries around key policy, regulatory, procurement and legal issues. Duke-NUS partners include the Centre of Regulatory Excellence at Duke-NUS, the Centre for Global Health Law at NUS, Singapore-based manufacturers and global and regional partners. The focus areas of the Strategy Think Tank include health policy and planning, responding to emerging procurement and regulatory challenges supporting the development of legal frameworks that foster health security.
The key responsibilities for the Research Fellow will include but not limited to:-
- Work with COP, related Duke-NUS and Singapore-based institutions and regional and global partners to ensure work-streams align with existing global/regional initiatives are accomplished in an effective and efficient manner, and adhering to all legislative, policy, procedural and scientific guidelines.
- Be involved with the work-streams of the Strategy Think Tank across 14 countries in Asia.
- Be involved in collaborative efforts with national, regional and global stakeholders and managing timelines for key outputs and deliverables.
- Work with COP to conduct policy reviews, qualitative interviews, syntheses of legal and regulatory frameworks and related content development
- Compile country case-studies and synthesize emerging lessons
- Perform other related duties incidental to the work described herein.
Job Requirements
- Possess a PhD degree and/or post-graduate medical degree with at least 3 years of relevant research experience and training.
- Possess technical understanding of health policy and issues related to global health.
- Have experience in supporting capacity development/training efforts.
- Able to contribute to multiple projects efficiently.
- Able to maintain a professional demeanour and high level of comfort working with high-profile stakeholders from government, industry, academia, institutions, NGOs, multilateral organisations, at local/regional/international levels.
- Posses strong writing and critical thinking skills, as well as good communication and presentation skills.
