About the role

The PIDG Project Development Arm provides catalytic leadership capital to share the risks of early stage project development with competent sponsors (co-developers). We invest equity in projects and companies at early and later stages and we possess in-house asset management capability to ensure projects move smoothly through construction into operation.

Reporting to the Technical and Implementation Director, and working as an integral member of the Asset Management & Implementation team, the Technical & Implementation Manager is responsible for oversight and guidance in undertaking assessment, planning, documentation, design, tendering, contracting and construction of infrastructure facilities across South Asia and South East Asia which the Project Development Arm is mandated to operate in.

Key responsibilities include (1) ensuring all related project risk management, procurement, planning, design, specification, tendering, contracting and contract management activities are executed on time and in accordance with international standards for quality, environmental protection, social impact, and health and safety and (2) documentation and specification of requirements for compliance by consultants and works contractors with the IFC Performance Standards on Environmental and Social Sustainability, including with respect to occupational health and safety.


Role and responsibilities

Project Identification and Assessment Phase

  • Review and assess project proposals, including identification and assessment of (i) possible major technology, implementation and/or cost risks, (ii) local regulations and laws for which compliance relating to technical implementation aspects will be required, (iii) technical scope and viability, and (iv) assessment of possible project development strategy options;
  • Assess prospective project development partners with respect to relevant project management, contract management, and environmental, health and safety management capabilities and experience;
  • Review and comment on key project development documents and agreements to ensure appropriate integration into those documents and agreements of the relevant Project Development Arm’s policies and procedures with respect to risk management and health, safety, environment, and social (HSES) management compliance;
  • Responsible for the preparation and enforcement of guidelines, to be followed by each respective project company of project environmental and social impact assessments (ESIA), environmental management plans (EMP), health and safety management plans (HSMP) and social action plans, as applicable.

Project Conceptual Design, Specification and Technical Documentation Phase

  • Responsible for the oversight, direction and guidance of the preparation, finalization and execution of all project studies and technical documents for supervision and works that are determined to be necessary for achievement of project Financial Close;
  • Review and comment on key project investigations, design and construction management documents, including specifications, tender documents and technical documents for (i) project feasibility study, environmental and social impact assessment, and monitoring and supervision services contracts, and (ii) project works contracts;
  • Contribute to each project’s overall strategic planning, organizing and monitoring of project activities, ensuring that project documents are complete, and that relevant specification, contractual and legal requirements are properly and clearly identified;
  • Contribute to the definition and specification of project reporting requirements, including with respect to quality, cost, program/progress, health and safety statistics and issues, environmental monitoring statistics and issues, and contract management issues (e.g. claims, variation orders, disputes, etc.);
  • Monitor, supervise, and report on progress of projects under development;
  • Facilitate periodic reviews and/or audits of projects under development and documentation to confirm that such documentation complies with the Project Development Arm’s policies and procedures, and with the IFC Performance Standards on Environmental and Social Sustainability, including with respect to health and safety compliance.

Project Construction Phase

  • Monitor, supervise, and report on progress and technical compliance of projects under construction, testing and/or commissioning, including updated risk assessments and assessment of compliance with specified quality (QA/QC), cost, time, and HSES management requirements;
  • Review and comment on project monthly design and construction progress reports, including with respect to quality, cost, program/progress issues, health and safety statistics and issues, environmental monitoring statistics and issues, and project management issues (e.g., technical non-compliance, defects, rectification, disputes, etc.);
  • Liaise, coordinate, and intervene when necessary, with respective project company management staff and key stakeholders to ensure projects follow specified quality (QA/QC), cost, and time requirements, and related HSES obligations in accordance with the Project Development Arm’s policies and procedures;
  • Facilitate periodic reviews and/or audits of projects under construction to confirm compliance with the Project Development Arm’s policies and procedures, and with the IFC Performance Standards on Environmental and Social Sustainability, including with respect to health and safety compliance.

Project Operations & Maintenance Phase

  • Review and comment on key project operation and maintenance (O&M) documents, including resourcing and training plans for O&M personnel, O&M equipment requirements, lists of proposed spare parts and consumables, O&M manuals, operating policies and procedures, and environmental monitoring and management plans (EMMP) and health and safety management plans (HSMP) for the project O&M phase;
  • Review and comment on project operation and maintenance plans to ensure that the project and plant will be operated and maintained cost-effectively to the highest standards, and in compliance with the related EMMP and HSMP;
  • Review and comment on project company monthly operation reports with respect to operational and financial performance, variance analysis, maintenance issues, health and safety statistics and issues, and environmental monitoring issues;
  • Monitor and report on project company compliance with local regulations relating to technical implementation aspects, and with the respective approved operation and maintenance plan, EMMP and HSMP for the project O&M phase;
  • Ensure that the project companies maintain adequate numbers of qualified, well-trained staff, equipped with appropriate facilities and technology, and encourage continuous improvement with respect to O&M processes and practices, particularly with respect to environment, health and safety management;
  • Facilitate periodic reviews and/or audits of operating projects and project companies to confirm compliance with the Project Development Arm’s policies and procedures, and with the IFC Performance Standards on Environmental and Social Sustainability, including with respect to health and safety compliance.

Corporate Support

  • Act in all circumstances as an ambassador of PIDG’s Project Development Arm, displaying and demonstrating the highest ethical and moral standards, while effectively managing and controlling budgets and expenditure in accordance with the Group and Project Development Arm’s policies and procedures.

Qualifications and education requirements

  • Bachelor’s degree in Engineering from a reputable university; Master’s degree in similar or related disciplines would be advantageous.


Skills & Experience

  • At least 10 years of experience with project assessment, design and construction management and/or O&M management, relevant to infrastructure works in Asia, preferably in one or more of the mandate countries of the Project Development Arm;
  • Experience and expertise with multi-disciplinary engineering or infrastructure projects (preferably renewable energy, water supply, waste management, logistics and/or agriculture supporting infrastructure) is strongly preferred;
  • Familiarity with the IFC Performance Standards on Environmental and Social Sustainability, particularly with respect to HSES management in developing countries and hands-on experience with the documentation and specification of such requirements for compliance by consultants and works contractors;
  • Ability to track and analyse project budgets and company financial statements, with demonstrated experience in achieving financial goals and expense budgets;
  • Highly proficient in both oral and written English. Proficiency in one or more of the regional languages in one of the countries where the Project Development Arm is mandated to work (in South Asia and South East Asia) is a plus;
  • Thorough knowledge of Microsoft Word, Excel, PowerPoint and Project;
  • Strong appreciation and passion for PIDG and the Project Development Arm’s mandate with a strong work ethic and desire to work in a fast-paced and demanding environment essential.
