  • SPECIFICATION OF SERVICES FOR SYSTEM MANAGEMENT OFFICER

1. Nature of Project

  • The manpower services engaged for this quotation will be part of a team to work with vendors to
  • develop new and maintain existing enterprise systems for Singapore Police Force to meet
  • operational requirements.

2. Services Required

  • Service Description Functional Area
  • System Management Officer Assist Project Manager to oversee the development of new systems as well as ensure the smooth operations of existing systems

3. Job Responsibilities

  • (a) Handle projects assigned and supervised by Project Manager.
  • (b) Assist Project Manager in managing project activities right from project initiation phase to project implementation until successful systems commissioning.
  • (c) Assist Project Manager to file all projects documents and adhere to the Quality Management System standards.
  • (d) Fixed Asset Management .
  • (e) Facilitate, document and process Purchase Request, Purchase Order, Delivery Order, Goods Acceptance, Invoice, etc.
  • (f) Assist Project Manager to perform front end study, risk assessment and proposed technical solutions to meet User Operational needs.
  • (g) Assist Project Manager to perform necessary Request for Information (RFI) and submit budget proposal on project initiatives.
  • (h) Assist Project Manager to prepare the necessary procurement documentation for project Tenders including evaluation and award.
  • (i) Assist Project Manager to manage contracts with the relevant vendors to ensure prompt deliveries of services / products and ensure the availability of funds for such payments.
  • (j) Assist Project Manager to prepare Project Management Plan and project related technical and management reports.
  • (k) Assist Project Manager to ensure the project tasks are implemented within the approved scope, schedule and budget.
  • (l) Assist Project Manager to manage the acceptance tests to ensure that the system requirements and specifications are met in accordance with contractual requirements.
  • (m) Report project progress status to the Project Manager at regular project meetings. The Project Officer shall highlight project issues (including risks) and proposed mitigation plans and follow-up actions.
  • (n) Manage the users’ expectations and resolve any project issues timely.
  • (o) Manage contractors and ensure project scope of work is fulfilled according to contractual requirements.
  • (p) Manage all project deliverables until completion of delivery to User.
  • (q) Work closely with vendors and external government agencies for all project related works. Moreover, the Project Officer must work seamlessly with other cross functional teams and units to resolve project matters taking into account security, system integration and interoperability.
  • (r) Able to work and think independently with minimum supervision.
  • (s) Assist user in the preparation of guidelines and standard operating procedures (SOPs) related to the systems.
  • (t) Assist Project Manager to manage projects that have transits to warranty / maintenance phase. Work with the vendors, users and relevant parties to ensure systems in warranty or maintenance phase are functioning and performing to specifications. In event of system failure or non-performance to specification, the Project Officer shall work with the vendors to recover or reinstate the system to its operational states or functionalities in the shortest possible time.
  • (u) Handle administration matters such as security clearance, coordinating meetings.
  • (v) Undertake other responsibilities, projects or tasks assigned by the Project Manager including leading small-scale projects.


4. Qualification and Experiences

  • The Candidate shall have Minimum Diploma in Information Technology/Computer
  • Studies/Systems Engineering or equivalent.
  • The Candidate shall have at least 3 years working experiences in Project Management and IT Project Lifecycle.
  • Candidates with Network or Systems experience preferred.
  • The Candidate shall be contactable 24 x 7 and support operations after office hours, on weekends and Public Holidays if required.
  • Familiarity with Government procurement process will be preferred.
  • Candidate with prior working experience in MHA Home Team Department will be preferred.
