Manager/Asst Manager

Sikh Welfare Council

Sikh Welfare Council (SIWEC) seeks to employ a Manager / Assistant Manager to lead a team of social workers/counsellors and operations, administrative and communications/outreach staff.

Your primary role is to lead the team to develop and implement annual plans to coordinate, administer and implement Sikh Welfare Council’s (SIWEC) range of family support programmes, community engagement initiatives and outreach campaigns and activities.

You will have experience with insight into prevailing social, economic/financial and mental health issues affecting vulnerable Singaporean families such as financial sustainability, ill-health, challenges with employment, family conflict/ abuse/violence, disability and challenges in senior-care, caregiving, geriatric conditions and long-term terminal illness.

You will have demonstrated competence to develop plans and annual budgets and steer SIWEC’s routine operations, ongoing programmes, planned fund-raising projects in full compliance with corporate governance practices.

You will work with key members of the SIWEC Management Committee to tap on available grants and schemes managed by social service and health sector agencies such as the Ministry for Social and Family Development, National Council of Social Service (NCSS), Agency for

Integrated Care (AIC), Health Promotion Board (HPB), as well as sourcing from Tote Board and foundations.

You will establish and sustain collaborative relationships with Sikh community institutions; community partners in the social and health sector including administrators of community hospitals and long-term care facilities (such as residential care homes for seniors, people with

disability or mental illness); as well as the Singapore Prison service.

You are detailed and apply sound judgement with problem-solving skills in assessing and delivering financial, social and psycho-emotional support to the respective communities we serve.

You will work with respective staff leads for ongoing programmes and engagement / outreach activities, working with dedicated groups of volunteers to plan, implement and refine each programme. In this regard, you will ensure the following in leading the team:


  • That Team SIWEC is always operationally ready to engage via the helpline and other support channels, to provide mental health first-aid to those in distress, and grief support for bereaved Sikh families.
  • Sustained outreach and engagement of families requiring financial and psycho-emotional assistance and support,
  • Continued smooth running of the active ageing programme for seniors (Sunehri Sahelian & Sunehray Pal) and outreach to attract new members.
  • Strengthen the educational support / academic excellence programme (AEP) to help uplift children from disadvantaged families and coordinate tuition and financial support to their families, as required.
  • Sustained psycho-emotional support for the incarcerated during and post-incarceration, to support their reintegration and rehabilitation.
  • Continued engagement of seniors in long-term care institutions and those isolated at home, to safeguard their psycho-emotional well-being.
  • Work closely with members of SIWEC MC and volunteers on fund-raising initiatives e.g. (Ride2Serve) and others, besides supporting community outreach campaigns (e.g. Theek Thak on mental health) to achieve the targets for each.

Beyond the above, you will also shoulder the following responsibilities:

  • Lead resolution of operational issues.
  • Develop annual workplans and annual budget with the Management Committee
  • Plan the professional development programmes for individual team members.
  • Support the communication of the Council's vision, values and mission.

Requirements


Candidates should be passionate about helping vulnerable families/individuals and have a keen interest in collaborating with different groups in the people, private, and public sectors to catalyse meaningful partnerships and volunteering opportunities.

The candidate should possess the following experience, strengths and personal qualities:


  • Tertiary qualification – Community Development, Sociology, Social Work, Psychology, Counselling, Public Health, Gerontology, or related degrees would be advantageous.
  • Minimum 8-10 years of working experience in the social service or health sector, preferably with experience in casework, who can work independently and within a team.
  • Desire to build a career in the social service sector to help the vulnerable.
  • Ability to engage and build collaborative relationships, to come up with solutions to benefit the individuals/families we serve
  • Strong interpersonal and communication (written and presentation) skills.
