- To lead the HSE section and handle all marine-related (safety, security, injuries, accidents, operations) incident investigations and compile full reports as appropriate
- To follow up and ensure that all necessary corrective measures are applied within the time frame
- Organize a planned schedule for carrying out regular weekly ship visits (at intervals that will achieve the intended purpose and minimum disruption to the daily operations) for the company’s vessels
- Participate in shipboard meetings and ship drills for each assigned ship at intervals not exceeding 12 months
- Provide summary feedback and if applicable, recommendations for improvement during the company-scheduled meetings for ships visited
- Providing advises to the Masters on marine (HSE) and navigational matters
- Assume the DPA Role
- To ensure that all vessels are in full compliance to the Class and Flag State req.
- To ensure that the vessel’s SIRE surveys are being carried out in order
- Preparation and attending of the vessel’s SIRE inspections
- Attending of the Class and Flag State surveys
- Assist in handling and sourcing of the deck department requisitions, monitoring and controlling of the vessels consumables to prevent unnecessary wastage
- To assist in receiving or taking delivery of the fleet consumables
- To assist in packing and making the necessary delivery arrangement of requisitions for all vessels
- Identifying the training requirements for shore-based and shipboard deck personnel
- Conduct induction training for all newly joined crews and establishing a training program for deck officers
- Monitoring the performances and competency of the deck officers (Master and Chief Officers) and make appropriate recommendations to the management for improvement.
- Assignment of the deck officers and ratings for compliance of manning req.
- Selection and conducting recruitment interview for Master, Chief and junior deck officers
- To oversee the fleet management executives in monitoring of the crew’s welfare (such as leave matters, salary, medical, certification, etc)
- To ensure the smooth and proper running of crew matters
- Carrying out regular ship inspections to monitor the vessel’s condition (deck & engine)
- Preparation of any condition or attendance reports that related to maintenance, crew performance, suggestions for improvement, etc
- Part of the Emergency Response Team
