Education/Experience
1)Degree in Accounting,
2)10+ years of working experience in relevant financing or accounting areas, preferably in the commodity trading industry.
Knowledge and Skills
1) Knowledge of internal control procedures, and local standards operation procedures.
2) Good communication skills in both Chinese and English.
3) Strong leadership, ownership and commitment.
4) Good knowledge of general accounting/ Cost accounting/treasury/taxation/budgeting and forecasting.
Overall Responsibilities
1) Key person in the Strategic Planning and direction of the Company.
2) Positioning the firm as an overseas Trading platform of the group
3) Develop internal capabilities so as to perform key functions such as purchase, sales and derivative markets.
4) Develop compliance and risk management capabilities of the company and concurrently undertake an integral role in the said process
5) Chief authorized officer to enter into trading contracts and agreements on behalf of the Company
6) Overall responsible for accounting, tax and treasury, part of company-level finance planning and analysis
7) Finance policy preparation and execution
8) Implements and drives process improvements, identifies key financial issues and leads the team to solve it proactively.
9) Anticipates financial needs of business partners; proactively develops financial solutions to those requirements
10) Team development and key talent retention.
11) Support the head of finance and operation in cross-functional coordination (within finance and operation and with other functions including business divisions)
12) Developing trade capabilities in relation to the financial health, system and process of the companies. In addition, the finance director plays a pivotal role in the risk management of the firm for every transaction dealing and is a key personnel in safeguarding the financial well-being of the firm. He plays an active role in the implementation of marketing the firm as a strategic platform to other related companies and is critical in the negotiation of price structures for related party transactions. The finance director will spearhead the formulation & review of the company's financial and risk management policies to ensure relevance and effectiveness.
General Accounting
1)Oversees financial and accounting processes to ensure compliance with Corporate and local policies, statutory requirements and Generally Accepted Accounting Principles/Standards and ethical standards.
2) Serves as the primary contact with independent auditors and audit-related accounting matters
3) Serves as the primary contact with ID compliance visits and related follow-up matters.
4) Manages administration of accounts receivable, accounts payable, inventory control accounting, payroll, fixed assets and local tax payments
5) Oversee the month-end close process to ensure timely closing and support of financial reports.
Taxation
1) Payment and calculation of all local taxes
2) Maintains of all substantiation records for tax
3) Assesses and makes provision for tax payable
4) Liaises with Corporate Tax on transfer pricing issues
5) Liaises with Ernst & Young (external) to ensure audit compliance
6) Liaises with IE to ensure the tax incentive
Controls
1) Develop and implement accounting policies, procedures and internal controls in support of business processes and decisions.
2) Ensures all activities comply with relevant Acts, legal demands, ethical standards and the future internal Quality Management System
3) Ensure documentation filing policy is being executed properly
Treasury
1) Oversees operational cash management and cash flow forecasting.
2) Handles bank administration, funds transfers and foreign exchange dealings under the direction of Corporate Treasury
3) Ensure all the cash related transaction safety
4)Ensure the cash flow supports the company’s business and investment
Balance Sheet and Assets Management
1) Works with supply chain and business divisions to achieve effective balance sheet and assets management.
2) Develop and maintain credit and collection policies, procedures and processes for effective AR management
3) Participates in the development and carrying-out of inventory control procedures, including physical stock-take, audit and control of both warehouse and consignment inventory(together with the HQ)
4) Accounts for and maintains proper inventory reserves for Excess, Expired and Obsolete Inventory. (Together with the HQ)
5) Maintains asset register to well keep track of and safeguard company assets.
