Chief Executive Officer (2-Year Contract, to be seconded to Singapore Combat Sports Centre, SCSC)

Singapore National Olympic Council

The Singapore National Olympic Council (SNOC), in collaboration with Sport Singapore, is looking to hire a Chief Executive Officer (CEO) to be seconded to Singapore Combat Sports Centre (SCSC).

About The Role

The CEO is accountable to the SCSC Joint Management Committee (JMC) for the SCSC’s overall management and performance. The CEO manages the SCSC in accordance with the strategy and policies approved by the JMC. The CEO will directly oversee all High-Performance matters if the position of the Performance Director is vacant. The CEO’s performance will be regularly evaluated against the achievement of agreed performance measures.

Job Responsibilities

Leadership

  • Provide leadership and direction to the SCSC, enabling staff and volunteers to carry out their management, business, and high-performance development responsibilities effectively.
  • Effectively manage SCSC’s relationships and engagements with key stakeholders i.e. athletes, coaches, staff, partner NSAs, SportSG, commercial/sponsor partners, and other partners/collaborators.
  • Build SCSC’s reputation as a best practice high performance combat sports centre.
  • Drive and deliver SCSC’s strategic and operational plans, ensuring that all SCSC activities are aligned with SCSC’s purpose and objectives.
  • Establish performance measures and assign accountability to individuals/working groups to ensure progress.

Management

  • Support and update the SCSC JMC and working committees and carry out the directions and initiatives approved by the JMC.
  • Manage and support the SCSC Workforce and provide them with conducive working conditions and appropriate development opportunities, with periodic reviews to ensure optimal workforce performance.
  • Build and maintain a positive public image and profile for SCSC, that demonstrates cohesion and collaboration between key partners (i.e. partner NSAs and Clubs, SSI, NYSI, ActiveSG and SNOC) in realising SCSC’s goals and vision.
  • Develop and implement effective marketing, commercial and sponsorship activation plans to ensure SCSC’s financial viability through multiple revenue streams.
  • Ensure that SCSC’s funds, facilities and assets are managed, maintained and/or reported in accordance with regulatory/statutory requirements and established best practices.

Performance Development

In conjunction with the relevant Combat Sport HP personnel(s):

  • Develop and implement effective high and peak performance plans (HPPP) and programmes, supported by a conducive daily training environment (DTE), for TeamSG’s combat sport athletes.
  • Develop and implement athlete classification and progression frameworks, selection policies, athlete management and performance tracking systems.
  • Develop and implement an international competitions programme, working with partner NSAs in hosting regional and international competitions of strategic significance.
  • Incorporate impactful sport science programmes and interventions in SCSC’s training and competitions programmes.
  • Foster innovative programme offerings and delivery methods, and periodically monitor/evaluate programme performance and athlete satisfaction.

Requirements

Qualifications & Experience:

  • Education preferably in Business Administration, Sports Management, or any other sports-related field.
  • Successful track record in Business Management Development, Marketing, Sponsorship, with a financial background.
  • Minimum of 3 years’ experience in a leadership/management position, ideally in the sports sector.
  • Experience in policy-making and human resource management is an advantage.

Skills and Knowledge:

  • Ability to lead and work with a team of professional staff/consultants to ensure agreed targets are achieved to a high standard.
  • Ability to build trust and strong relationships with a range of stakeholders at all levels.
  • Knowledge of sports, particularly in high performance, and the work of governing bodies.
  • Excellent communication skills (both written and spoken).

Qualities:

  • Aptitude to work in a dynamic environment.
  • Outstanding team leadership abilities and an inspirational and empowering management style.
  • Possess a strong passion for sports; an affinity to combat sports is a plus.
