RESPONSIBILITIES
- Manage day-to-day procurement and contracts management for facilities management and A&A works.
- Support and assist facility managers with contractual and costing matters, ensuring compliance with tendering and procurement policies and procedures.
- Prepare RFQ documents and manage the procurement framework.
- Handle procurement processes for consultants and contractors through QFM and PQM tenders, as well as quotation exercises.
- Evaluate, process, and recommend acceptance of quotations, variation orders, and vendor payments.
- Represent the University in progress and technical discussions/meetings.
- Verify and process tax invoices for vendor payments.
- Record goods receipt in the SAP system.
- Conduct market analysis for goods and services within the Singapore building industry and obtain vendor quotations.
- Assist with walk-in enquiries and couriers, SMU main hotline, SMU enquiry mailbox, SMU Admin Building event updates, and the Level 1 Admin Building display screen's downtime during the receptionist's absence.
- Assist with the submission of OCIS tax invoices to the Office of Finance.
- Perform any other additional or ad-hoc duties as assigned.
- Diploma/Advanced Diploma/Degree in Procurement, Supply Chain, Strategic Sourcing or Strategic Procurement, Building or Quantity Surveying, Construction/Project Management, or other related fields in building/facilities management.
- At least 5 years of hands-on, relevant experience in procurement and contract management, preferably in the Singapore building industry and in both the private and public sectors, with experience as a consultant or a developer/owner's representative, or both.
- Proficiency in facilities management, project management, contracts management, procurement methodologies, and cost norm evaluation is an added advantage.
- Proficiency in procurement software and tools, with knowledge of the SAP system and/or TenderBoard eProcurement platform or other procurement platforms being an added advantage. Strong written and spoken communication and interpersonal skills.
- Excellent organizational and analytical skills, and the ability to work effectively in a team.
- Knowledge of procurement strategies and sourcing techniques.
- Experience in vendor/supplier management and relationship building.
