Job Summary

To operate the first line Record Keeping processes and controls in support of regulatory compliance requirements under MIFID2 and Dodd-Frank, and provide guidance to Technology teams for remediation priorities.
Define and agree plans to deliver the regulatory record keeping remediation and target operating model strategy, in particular for MIFID2 and Dodd-Frank requirements. Ensure alignment and adoption of this strategy with stakeholders across FM, COO, Operations, Technology, Compliance and Operational Risk. Align the strategy with the wider requirements from the internal bank Records Management Standards to ensure a consistent operating model across Record types including effective use of FM resources and platforms.
Define and implement business controls to ensure ongoing regulatory compliance with records keeping requirements impacting FM including MIFID2 and Dodd-Frank. Ensure considerations such as new business, and products are appropriately risk assessed for their potential impact on regulatory record keeping obligations.

Support the Product Owner with the implementation of the CCIB Client Coverage Privacy /Data Protection strategy and all the tasks arising from the Data Privacy Transformation Programme (DPTP)

RESPONSIBILITIES

Strategy

· This role is positioned within the Client Lifecycle Design and Management (CLDM) Business Transformation / change team and targets to drive the required change delivery and implementation across CCIB Client Coverage. The nature and purposes of the projects may vary across regulatory, cost efficiency and operational efficiency domains.

Key Responsibilities

Business

· Define, groom and deliver user stories aligned to the record keeping strategy in FM, including the remediation of elevated record keeping risk across the FM business front to back. Define records management global control standards and roll these out across the FM Process Universe, with particular focus on establishing controls around structured and unstructured records within FM. Define and implement Quality Controls on structured records within FM to ensure relevant Critical Data Elements are being captured correctly on the records. Ensure ongoing monitoring such as MIS and ORF metrics are in place to ensure adherence to these control standards. Work across Business/Function boundaries for example with Client Coverage teams, to ensure records identification, storage and retrieval requirements are met regardless of where records are being managed. Be able to communicate and represent the key records management processes to key stakeholders across FM, COO, Technology, Compliance and Operational Risk.

· Work within the COO data team to ensure staff are appropriately skilled, motivated and enabled to deliver and maintain a high quality control environment across the data management processes, in particular for records management. Ensure that as records management controls and tools are adopted across FM, that appropriate training is provided for those impacted

· Define and oversee implementation of appropriate daily monitoring and management of records management activities to ensure operational and compliance risks are effectively mitigated. Define and evolve records management controls reporting and key metrics for stakeholders, including into relevant forums and committees. Ensure change activity is actively risk managed, holding to account delivery to plans and standards set and defined by FM data governance. Define and oversee implementation of appropriate daily monitoring and management of records management activities to ensure operational and compliance risks are effectively mitigated

• Monitor all major risk issues and concentrations. Where appropriate, direct remedial action and/or ensure adequate reporting to Risk Committees e.g. Non Financial Risk Committees, CCIB Risk Committees, Country Financial Crime Risk Committees etc.

• Promote an environment where compliance with internal control functions and the external regulatory framework is a central priority of the business

Our Ideal Candidate

• 10+ years of experience in Financial Markets
• Regulatory Record Keeping / Records Management.
• Financial Markets products and processes.
• Data Risk Management.
• Direct Experience working in or consulting for Financial Institutions is critical. Knowledge of Banking process highly desired.
• Experience with reviewing, understanding and mapping a complex business process to determine how specific regulatory obligations & policy requirements impact a process and the respective controls/elements in those processes.
• Deep understanding of the risk management processes and governance processes within FM and leverage these to ensure that the records management risks are appropriately captured and escalated. Lead Operational Risk control framework assessments/updates for records management processes and associated controls remediation, in partnership with relevant control and compliance functions. Contribute to NFRC and other relevant risk committee papers and ensure key messages and risk ratings are appropriately defined and reported.
• Experience with designing solutions to meet policy and regulatory requirements for existing processes, in collaboration with technology.
• Strong prioritisation and organizing skills matched with the ability to manage stress, time, and change effectively
• Prior experience working in Agile Scrum team will be advantageous
• Strong stakeholder management skills with experience in managing various stakeholder groups
• Strong problem solving / analytical skills
• Ability to take initiative, identify opportunities and work with minimal management oversight
• Excellent communication skills – oral, written and presentation
• High level of attention to detail with the ability to identify areas of focus for solution design and implementation
• Ability to create effective work relationships across functions & borders
• Good presentation, time management, negotiation and influencing skills
• Any other relevant project management certification(s)
