Job Description:
1. In-charge of the Maritime Human Resources Quality System, monitor and update crewing Key Performance Indicators.
2. Maintain and update crew related company instruction.
3. Update projection of future fleet and required seafarers.
4. Maintain sufficient Officers holding Japanese International Shipping System license for Japan flag vessels as per NYK (Japan Headquarter) plan. Arrange Japanese International Shipping System examination for officers and control budget.
5. Monitor market wage and update wage scale.
6. Set up plan to ensure smooth deployment of crew for new building vessel.
7. Plan and coordinate any new project with regards to crewing matter.
8. Research and develop manning sources.
9. Union (Non Japan Seamens’ Union) matters for Crew.
10. Assignment of new agent and preparing contract for manning agent.
11. Verify and approve office cost for Croatia/Romania.
12. Coordinate with Japanese owner or manager with regards to crew matters.
13. Coordinate officer’s dialogue while liaising with manning office.
14. Prepare crewing budget and follow up crewing account matter.
Job Requirements:
1. Good command of written Japanese is essential for preparation of reports in Japanese and communicating with Japan head office and related authorities in Japan.
2. Hold a minimum Degree certificate in Maritime Science (Deck/Engine Officers).
3. Hold a qualification of First Grade Maritime Officer (Master).
4. Has Marine officer’s experience. (more than 1 year as Chief Officer/1st Engineer, Ocean Going vessel)
5. Has valid seafarer’s licenses.
6. Has a knowledge of Japanese Maritime regulations.
7. Has a knowledge of Seafarer’s license/Certificate system for Japanese Flag vessels.
8. Has a knowledge and the ability to discuss seafarer’s union matters.
9. Has the knowledge of ISO 9001 and ISO 14001 in order to comply with safety management and environmental protection.
10. Be able to make a long-term plan of seafarer’s assignment and trainings in English / Japanese.
11. Be able to communicate & coordinate with Japanese owners and ship managers in Japanese.
12. Be able to create crewing budget and follow up crewing account matter.
