RESPONSIBILITIES
Assistant Manager (Youth Services)
JOB PURPOSE
Support in the operations at Youth Services (YS), assist in the conceptualization and implementation of delivery of services to our clients in the community and in schools. Youth Services works in a variety of settings, serving our clients in the community via outreach, mandated state programmes and school upstream intervention programmes. The role will have exposures to the wide plethora of work with our adolescents to achieve positive developmental outcomes for our young clients.
ROLES & RESPONSIBILITIES:
STRATEGY
Work along with the leadership team to Identify, develop and direct the implementation of strategies to ensure
- Work teams actualize the vision and mission of Care Corner through service provision at YS.
- Work teams in YS run on sound sector and professional principles and respective defined objectives pursued.
- Initiate short, medium and long-term strategies, action plans and targets in line with the defined vision, mission and objectives of YS.
- Review changing policies and evolving environment and take appropriate measures to increase sectoral presence for YS.
DIRECT FUNCTIONS
- Alongside with key leaders in the YS, evaluate, design, plan, oversee and manage the implementation and service improvements of these programmes/services [it could be one or another, two or more]:
- Integrated Service Provider (ISP) for Guidance Programme, Enhanced Step-Up, Triage, Streetwise Programme
- Adolescence Development Programmes (School-based Prevention & Development Programmes for Under-achieving Primary and Secondary School students informed by neuroscience and academic mastery)
- Outreach to Adolescents disengaged from the systems and who are on the fringes via the Youth Go programme (YGP) and other ground up outreach initiatives (online, social media, school engagements among others)
- Co-lead the development of programme proposals, designs, outcome/impact measurements, monitor programme outcomes and prepare reports for private funders.
- Take lead in overseeing and managing outcome indicators, standard requirements and statistical reporting required by government funders. Develop outcome reports for submission to government funder.
- Covering the senior manager and assistant managers and team leaders in overseeing and managing the day-to-day operations of respective departments where necessary.
- Vet and approve reports for frontline staff for submission to various governmental departments and institutions.
- Prepare, review and manage budgets for all programmes alongside with the senior manager, track monthly I&E and ensure financial sustainability.
STAFF
- Responsible for the recruitment, selection, onboarding, performance reviews, appraisal and development of the staff team
- Provide mentoring and coaching for staff
- Engage in staff motivation and culture building so as to improve respective team's commitment and contribution towards the organisation.
- Provide various feedback communication systems between management and staff so as to inculcate coherence and team spirit.
EXTERNAL & PUBLIC RELATIONS
- Engage and enhances relations with partners and stakeholders (e.g. Private Foundations, Corporations, MOE, MSF, MHA, NCSS, NYC, Healthcare Institutions, Schools and Educational Institutions, Family Justice Courts, SPF, etc).
- Engage and cultivate ongoing relationships with secondary schools and relationship management with school leaders.
- Network and collaborate with community partners and stakeholders in the region so as to enhance service provision for service users, secure resources to ensure effective delivery of programmes and contribute towards programme and community development.
FUNDRAISING
- Co-lead in cultivating potential funders and donors to adopt long-term funding of YS flagship programmes
- Partner Corporate Partnerships Department to identify potential funders and donors, and involve in effective relationship management for successful acquisition of programme funding by private donors and foundations.
CORPORATE
- Support the organisation of programme and services sub-committee meetings and quarterly service review meetings
- Support and provide leadership in any corporate projects assigned
- Contribute toward overall organisational development at both the service group level and at organisational wide level.
LEAD RESPONSIBILITIES:
- Oversee reporting for all statistics, especially YGP
- Oversee governance related matters such as BCP, PDPA, submission of data for annual reports, liaison with HQ
- Support / co-lead leadership of YS team in terms of being the RO of staff and oversee pieces such as ensuring smooth operations of school programmes from end-to-end
- Stakeholders engagement (at least, able to generate info needed for the meeting and follow up accordingly after the meeting)
Should be able to lead, manage, supervise and be responsible for program initiatives end-end.
