Primary Objectives of the Position
AWWA is looking for a dynamic early intervention leader who is driven to support children with developmental needs, and their networks of support so that children of all abilities may thrive in their formative years.
The incumbent is to have a sound understanding of the early intervention landscape in Singapore, and will have oversight of the following programmes – Development Support/Learning Support, Development Support Plus, and Early Intervention Programme for Infants & Children (EIPIC).
The ideal candidate is someone who has experience in driving the strategy of quality early intervention services, has the ability to manage multi-professional teams across centres, and is able to implement clear plans on strengthening service delivery and operational efficiency.
The incumbent must also possess strong stakeholder engagement skills to interface with a myriad of stakeholders from governmental agencies and key internal and external partners.
AWWA currently supports over 1,000 children annually through its early intervention continuum, and this role reports to the Chief Executive Officer.
Job Responsibilities
- Lead strategic planning for the suite of Early Intervention services in AWWA, and ensure that best practices are fortified and rolled out throughout all centres
- Work with Early Intervention leads to uphold and improve value in service delivery that is underpinned by qualified and competent staff, holistic care plans and evidence-based strategies or frameworks
- Be updated on the latest trends surrounding early intervention so as to ensure that practices and programmes remain relevant
- Work closely with ministerial agencies and key partners to co-create solutions to meet arising needs within the early intervention space
- Drive continuous improvements and innovation, and utilise standardised metrics to measure programme effectiveness
- Optimise resources and ensure that budgets are managed with prudence
- Review staff development and training plans to ensure that service quality is upheld
- Work closeiy with Early Intervention leads to ensure adherence to relevant policies, controls and regulations across all centres and programmes to uphold governance, safety, and data integrity

Job Requirements
- Minimally a Bachelor’s degree in developmental psychology, education, or special education
- At least 15 years of experience in early intervention. At least five of those years must have been in a senior leadership position
- Sound knowledge of, and direct experience in implementing person-centred practices, early intervention strategies and holistic care plans
- Relevant experience in liasing with ministerial partners
- Direct experience with programme development, planning and budget management
- Must be comfortable interacting with, and guiding multipleprofessional teams
- Good situational judgement and critical thinking skills
