Chief Engineer

Smm Pte. Ltd.

Responsibilities:


1. Report to the Senior Facilities Manager and the Authority.

2. Require managing 6 groups: ACMV & BMS, Mechanical & Fire, Electrical & Security & Lift, Building & Infra, Project Dev and Zone Response Team.

3. Manage and supervise the Hard Services or M&E team (Engineers, Technical Officers, and Technicians), in carrying out duties as specified herein.

4. Coach and train his technical team so that they are familiar with and knowledgeable of the requirements of this contract.

5. Manage all technical staff, including direct contractors or parties engaged by the Authority for the Facility Management Services in various specific disciplines.

6. Oversee and effectively maintain the M&E systems and security systems in TP.

7. Install, resolve, repair, trouble-shoot and analyse faults speedily and recommend holistic, sustainable, and cost-effective solutions to the Authority.

8. Operate and control BMS and other automated M&E systems, conduct testing & commissioning, understand technical drawings, usage of applications such as MS Office and AutoCAD.

9. Ensure all projects, preventive maintenance works and SOPs are carried out timely and according to planned schedule as per the stipulated Response, Delivery and Completion Time in this Contract.

10. Support and coordinate all projects related to M&E, facilities, and sustainability.

11. Conduct monthly meetings with the Authority including all key personnel on the FM Operations requirements of this Contract.

12. Submit routine reports (daily, weekly, monthly) to the Authority as per contract requirements.

13. Conduct regular sub-meetings with subcontractors/ stakeholders with minutes-taking.

14. Ensure that all in the technical team and direct contractors appointed by the Authority or Contractor’s subcontractors follow TP’s QEHS ISO requirements and Statutory Requirements.

15. Communicate with the equipment vendor/s in a technical and professional manner so that equipment faults escalation can be resolved within the shortest possible time.

16. Responsible in preparing tender specification and post contract and renovation projects.

17. Provide relevant tradesmen and qualified person in energy monitoring, energy efficiency drive in accordance with local authority initiatives and/or requirements, including the submission to authority on energy monitoring (e.g. analysis, energy scorecard, Heat Balance - Operating System Efficiency (OSE) submission, etc.).

18. Form part of the Water Management Team and assist the Authority to formulate energy policy and water conservation objectives and thus establish Water Management System in accordance with latest revision of SS 557 on Water Efficiency Management Systems.

19. Continuously trend, record, measure, analyse and monitor the energy and water usage for all the major building systems and end use in accordance to latest guidelines by Green Mark, BCA, NEA and other authorities or based on industry best practices.

20. Responsible for tracking and charting the Energy efficiency (e.g. Energy Efficiency Indices, kW/TR) of the M&E and Specialist System such as air conditioning system on a regular/continuous basis (e.g. monthly, yearly).

21. Monitor and analyse the monthly electricity and water usage patterns / profiles to identify any significant variance and alert the Authority and investigate the cause of any significant variance in usage patterns / profiles.

22. Record and tabulate energy usage patterns / profiles be generated for monitoring and comparison purposes. Electricity and water usage data shall be kept separately.

23. Submit annual energy and water conservation proposals for the Authority’s considerations. The Contractor shall also assist the Authority to evaluate as independent technical expert if proposal is by other vendors and recommend to the Authority on its viability. The energy and water conservation proposal shall be based on fundamental principles of reducing wastage, optimising usage, process improvements and an efficient technological approach.

24. Collect, collate, and prepare submission data/ documents as required by various government agencies including but not limited to BCA, PUB, MOE and NEA for the following submissions: BESS, Periodic Energy Audit, WEMP, PSTLES 2.0 and NEA Environmental Scorecard.

25. Compile and produce an annual Sustainability Report on Energy and Water End Use for TP. All the activities, framework, projects, and approach taken to address the energy and water sustainability of TP needs to be reported. The content of the Sustainability Report needs to be presented and approved by the Authority prior to issuance of such report.


26. The Chief Engineer shall be the cover for Senior Facilities Manager in the event of his/her absence.

27. Undertake any other related duties stipulated by the Senior Facilities Manager/Authority.



Requirements:


1. Relevant bachelor’s degree/diploma in Mechanical Engineering, Electrical Engineering, ACMV or its equivalent.

2. Minimum 10 years (Chief Engineer) / 8 years (Engineering & Sustainability Manager) relevant post degree/diploma experience in related M&E fields or Facilities Management or its equivalent.
