Reporting to Deputy Director (Human Resources), the key responsibilities of the role are as follows:
KEY RESPONSIBILITIES
1. Compensation and Benefits Management
- Review, implement and align compensation & benefits policies to attract, motivate and retain workforce based on appropriate industry benchmarks
- Perform accurate and timely processing of monthly payroll, including submissions to bank, NS portal, CPF, IRAS, etc
- Produce monthly and ad-hoc payroll related reports
- Manage payroll audit matters as the primary point of contact
- Assist in performance appraisal exercises, including annual increment, bonus and promotion cycles
- Provide advice and guidance related to compensation & benefits policies and procedures
- Conduct job evaluations, salary benchmarking and benefit review exercises, and provide analysis to support recommendations on compensation structure
- Develop and implement competency-based HR and performance management frameworks, policies and processes
2. Business Partnership
- Be the Business Partner to senior stakeholders to address HR-related challenges and ad-hoc HR data requests
- Work with assigned departments and subsidiaries to see through end-to-end recruitment and onboarding of new hires, ensuring that processes are carried out in a timely and efficient manner
- Proactively build and maintain a sustainable talent pipeline to meet current and future manpower needs
- Review and implement career development strategies and initiatives to build a high performing workforce that is ready for the future
3. Manpower Planning & Budget Management
- Provide support in manpower budget planning, including manpower request analysis, tracking and monitoring of manpower budget utilisation and managing of manpower status
- Forecast and manage workforce needs to ensure the right sizing of manpower for SAL
- Optimise resource allocation by analysing workforce utilisation and productivity
4. HR Data and Analytics Management
- Produce and deliver standard and customized HR insights reports for Business Units
- Make recommendations based on data analytics and HR metrics benchmarking using dashboards or data visualisation tools
- Implement employee engagement surveys and analyse results
- Ensure overall HR data integrity with accurate and consistent data collection, entry and cleaning before analysis or reporting. Support data governance processes
- Review and assess HR processes and initiate relevant changes and process improvements
- Support and lead HR projects and initiatives as required; and perform any other duties as assigned by management
What we are looking for
To meet the challenges of this role, you should possess:
Functional Competencies
- Tertiary qualifications in Human Resource, Business Administration, or related disciplines
- At least 3-5 years of relevant experience in human resource management and business partnering. Experience in compensation and benefits, manpower budgeting and reporting or similar would be advantageous
- Prior HR experience in the public sector and familiarity with Civil Service policies and guidelines will be an advantage
- Proficient in the use of Microsoft Office applications (e.g. Excel, Word, PowerPoint, Outlook, SharePoint) and digitally proficient to learn the use of new tools
- Passion for HR with a good understanding of current and emerging HR trends

The level of offer and appointment designation will be commensurate with applicants’ relevant experience and track records. Successful candidate will be offered a 2-year contract in the first instance.
