What you will be working on
This job role reports to an Assistant Director/ Principal Manager and is to derive business insights from large and real-time datasets for strategic planning, policy analysis as well as operational efficiency. You will develop, deploy and maintain data analytic models.
There will be opportunities to collaborate with other public agencies to introduce and enhance data science capabilities for the organisation. Being the domain expert in analytics, the role is to coordinate, strategize and guide other SSG officers on data analytics work to achieve efficiency and accuracy.
The candidate will be part of the Data Strategy and Analytics Division to perform the following key tasks and any other tasks as assigned by his/her supervisor(s):
- Research and devise appropriate statistical and machine learning models for data analysis
E.g. Handle data requests and provide contextualised statistics to support data-driven policy and programme review, and decision-making - Collaborate with internal and external stakeholders to understand analytic needs and devise possible solutions
E.g. Manage data collection, processing, compilation and reporting of Continuing Education and Training (CET) statistics to relevant internal and external stakeholders - Devise and utilise algorithms and models to mine big data stores, perform data and error analysis to improve models, and clean and validate data for uniformity and accuracy
- Keen sense in value of data relating to business objectives
E.g. Manage and coordinate the design and conduct of primary research studies including CET-related surveys and outcome review studies for key SSG’s initiatives; - Perform statistical analysis and build prototype analysis pipelines iteratively to provide insights at scale
E.g. Conduct analysis of CET data and CET-related survey results and studies to generate and share insights using visualisation dashboards to inform policy and programme review and design - Communicate analytic solutions and insights to stakeholders and implement improvements as needed to operational systems
Manage data collection, processing, compilation and reporting of CET statistics to relevant internal and external stakeholders - Build data analytics capabilities across SSG
What we are looking for
- Tertiary qualification in a quantitative discipline (Computer Science, Economics, Statistics, Applied Maths) or 3 to 8 years of relevant experience
- Proficiency in data visualization (e.g., Tableau) and analysis tools (e.g., R, Python, Excel)
- Strong analytical, communication, and presentation skills
- Experience with SQL, data engineering, and manipulation of data sources
- Ability to support policy development and evaluation through data analysis
- Collaborative spirit with strong interpersonal skills for working with various teams and stakeholders
- Experience in Cloud Technology (e.g., AWS) and real-time data pipelines preferred
- Advanced skills in machine learning, pattern recognition, and predictive modelling are advantageous
- Specialization in Jobs and Skills analysis is a plus
- Adaptable, quick learner, comfortable in a fast-paced environment
- Resourceful with a strong drive to achieve results
- Excellent interpersonal skills for effective collaboration
