Assistant Manager, Data Governance is the leader in all Data Governance matters in Vanguard, responsible for the drafting, planning, implementation and oversight of Vanguard's data management goals, standards, practices, process, and technologies, in compliance to requirements from regulatory bodies.
The DGM is in charge of organizing and streamlining the process with which data is collected, shared, utilized, protected, cleaned, and stored; all the while maintaining efficiency and establishing necessary and appropriate processes in minimizing challenges such as inaccurate data handling, unusable data, and potentially saving lots of time and money by keeping the data congruent with the company goal.
The DGM will work with stakeholders both internally and externally, to review, assess, establish and manage the various data governance processes and services required.
Key functions are as follows:
Draft, develop and establish Data Governance Framework and associated policies and procedures for Vanguard in accordance to HIM requirements.
Integrate and inter-operate data governance, data management frameworks and solutions together with IT, stakeholders and all associated Vanguard business processes as per best industry practice.
Support business units in data analytical and exploitation journey with data governance: Evaluate and implement data governance business solutions to ensure their relevance and effectiveness in supporting business requirement
Drive development, adoption and optimization to improve overall data governance policy, processes and standards
Provide expert consultation to business units and implement data governance policy, processes and standards
Review, analyze, benchmark data management processes from partners, internal teams and vendors and lead implementation of data governance standards
Ensure that proposed solutions are aligned and conformed to the data landscape, roadmap and stakeholder requirements
ResponsibilitiesAssist the Head of IT to enable and establish Data Governance framework including managing the objectives, approach, processes, policies and procedures around data governance
Define data governance operational processes (e.g., data quality measurement, metadata management) in accordance with policies and standards, clearly articulating roles and responsibilities
Provide expert consultation to Corporate, Care Homes and Senior Care Center and Legal/IT teams to establish and maintain data policies and standards that enable use-cases and ensure regulatory compliance
Assist the users to identify and setup critical data elements including the setup of business glossary, lineage, data catalogue and data quality
Work collaboratively & consultatively with users, stakeholders and IT to deliver enterprise objectives around data governance to identify, design, and implement internal process & framework improvements.
Responsible for reviewing and recommending any Data Request and Sharing requests from within and outside Vanguard to the Head of IT.
Support and contribute to development of guidelines and standards for data classification, data security, privacy with Risk, Compliance and Regulatory functions.
Accountable for proposing, preparingand publishing Data Governance &quality metrics and KPI dashboards; manages and provides timely updates to Senior Management and various Risk / Audit Committees to ensure proper risk management
Engage in Change Management processes for enterprise-wide change initiatives and projects to ensure that Data Governance Framework and Standards are implemented in Change Initiatives
Work with IT and internal teams to provide requisite analytics to assist in resolving data governance related issues and implement solutions
Lead and manage a team comprising 1-2 staff on fulfilling Data Governance requirements for Vanguard
Educational Requirements & Experience:
Bachelor’s degree in IT, Computer Science, Software Engineering, Data, Business Analytics or equivalent
Certification in industry standard data architecture discipline or similar (e.g. DCAM, DAMA)
Minimum 3 years of experience in data or corporate governance setup and operationalization
Expert in consulting and helping businessto develop data quality businessrules, data catalogue, business glossary
Experience in Data, Privacy, Protection implementations & operationalization; proven ability to develop, implement & optimize complex data governance solution and issues
Experience in Big Data and associated platform / technology knowledge; skills in data encryption, security governance techniques and methodology will be advantageous.
Knowledge in PDPA, HBRA and associated healthcare regulations would be preferred.
