Job Summary

The role serves to ensure that priority markets have the required level of focus from People Capability and that the global agenda of People Capability is translated into the priority market with consistency and standards. The role will belong to the Creative & Delivery Discipline and be considered a L&D practitioner.

The role requires an individual who has a desire for collaboration and continuous improvement. The role holder should work through local networks to ensure that the priority market meets its regulative and audit needs, yet can create space to engage with practitioners of the Discipline to apply new ideas, emerging capabilities and tools to improve how they communicate the global agenda to local needs.
The role holder should additionally be able to:

· Provide thought -leadership and has experience leading complex projects on Data & Digital, Digital Transformation, Generative AI, Skills-based learning design etc

· Manage ambiguity with competing local and global work priorities, focussing on how the global learning agenda can be maximised and leveraged for local requirements.

· Work as one greater team delivering a common goal, reconciling differences, and using continuous feedback from stakeholders to improve ways of working and realize their creative potential.

· Continuously build mastery of craftsmanship by understanding and exploring new contemporary, interesting stories, visual and graphical techniques to bring into creative learning design and delivery

Key Responsibilities

Organisational context
Standard Chartered (SC) Bank has a bold ambition to be the number one Learning function in financial services: “having world-class Learning that unlocks the unique potential of our people and helps them contribute their best to Standard Chartered and our clients, both today and as we transform into the future”.
To achieve this ambition, the People Capability (PC) function has reinvented its organisation design to organise around tribes, disciplines and squads. In this model:

• Multi-disciplinary “Squads’’ deliver work to achieve the function’s priorities
• “Priorities” are the way in which work is organised and relate to unique areas of delivery. Squads delivering on different projects within the same strategic priority are grouped together and called “Hives’’.
• All squad members are “Discipline’’ practitioners and are dynamically allocated to squads through disciplines:
o Disciplines are the ‘homes’ for practitioners to develop their professional excellence and to maintain a common approach to similar activities and tasks
o They provide a stable community for practitioners to belong to (as people move across squads)
o They enable multi-skilling and development of depth and breadth or “T-shaped” capabilities.

Other Responsibilities
• Coordinates and delivers ‘satisfactory’ or above country audits/ regulatory reviews, when applicable.
• Contribution to squad’s velocity / productivity in terms of backlog items and deliverables.
• Improved learner experience for learning solutions delivered by squad (e.g. eNPS, Saba ratings, diSCover usage)
• Country diSCover user participation rates.

Skills and Experience

Programme Management

· Consult with stakeholders to propose and deliver global, regional, local strategic learning interventions for upskilling and reskilling in line with the Bank’s strategic intent, by leveraging on Global PC offerings.

· Formulate marketing plan to drive upskilling and re-skilling initiatives.

· Oversee Learning Governance scope of work. Establish close partnership with Risk and Compliance to conduct gap analysis for learning related regulations and policies.

· Support programme deployment, including virtual /classroom management, managing attendance, and communications with learners. Include facilitating in-market global, regional, or local learning programmes.

· Manage learning enquiries, follow-up on learner’s request relating to internal and external programmes, provide timely responses, coordinate and administer in-house programme certification process, government funding application, audit support, when required.

· Perform other duties as needed to support successful programme implementation.

Processes

· Manages local regulatory learning requirements in country and ensures appropriate readiness for audit and compliance reviews.

· Ensure compliant and adherence of Group and Country processes, matrices, frameworks, policies and procedures. Including regulatory and / or statutory requirement as per local markets’ government agencies and authorities.

· Provide resolutions, guidance to country HR, PC team / colleagues relating to governance, risk and compliance matters.

People Talent

· Experience leading a team and drive collaboration to deliver on team goals.

· Consult, advice and lead stakeholder engagements for in-demand skills area.

· Lead and deliver on global squad work. Uses strong stake-holder management skills to navigate high-stake conversations.

· Strong and proactive project management skills, with experiences in leading multiple complex projects

· Actively keeps up to date with the latest human centred, business relevant and commercially viable creative learning design and delivery solutions.

· Participates and also provides support to solve problems of other squads that require specific expertise from the Creative and Delivery Discipline.

• Be the point of contact and main representative for engagements with government body/ agencies/ statutory boards, on issues relating to People Capability.

Our Ideal Candidate

· 8+ years in Learning and Development, Facilitation, Curriculum Design

· Professional Certificate relating to Learning / Instructional design

· Strong graphic and visual design and story-telling skills

· Strong knowledge of GenAI, Data, Digital and Analytics
