THKMC was incorporated on 13 October 2011 as a charity to provide multiple social and welfare services to the community at large, and achieved an Institute of Public Character (IPC) status on 18 November 2011. THKMC is the charitable arm of Thye Hua Kwan Moral Society, which lives by the mission To Serve Mankind to help anyone who needs help regardless of their race, religion, colour, language, creed and culture. THKMC today serves more than 70,000 beneficiaries through more than 70 programmes across five Services, which include Disability, Early Intervention for Children, Family, Seniors' Community, and Therapy.
RESPONSIBILITIES
We are seeking a highly skilled and strategic Finance Manager (FM) to lead our organisation's budgeting and financial planning process. Reporting to the Chief Financial Officer (CFO), the FM will lead the organisation's budgeting process and provide critical financial insight to senior management and the Board. The FM will also provide guidance and support to departments across the organisation.
Core responsibilities
Budget Development and Management:
- Lead the medium to long term planning of capital and operational budgets in collaboration with Corporate Service Chiefs and Department Heads
- Prepare the annual budget proposal and oversee the budgeting process for all services, ensuring accuracy and compliance with financial guidelines and budget assumptions
- Collaborate with department heads to understand their financial needs and constraints
- Liaise with team members to identify and resolve budget-related issues
- Lead the review and enhancement of budgeting methodology and management
Financial Reporting and Analysis:
- Conduct quarterly budget variance analysis and provide explanations for significant variances to senior management and Board members
- Monitor budget utilisation throughout the year, ensuring that expenditure is within approved budget limits, identifying variances and recommending corrective action
- Conduct budget reviews and forecasts to assess financial health and identify potential risks or opportunities
- Prepare comprehensive financial reports for presentation to the Finance Committee and Board members
- Provide financial analysis to support strategic initiatives and business decisions
Treasury Management:
- Implement strategies to optimise the return on idle cash while maintaining necessary liquidity
- Record all investment transactions in the accounting system, including purchases, sales, interest, and dividends
- Perform monthly reconciliations between investment statements and the general ledger
- Ensure proper classification of investments in accordance with accounting standards and proper disclosure of investments in the financial statements
- Manage relationships with banks and other financial institutions
Grant Management (Matching Grants):
- Develop and implement strategies to maximise matching grant opportunities
- Create and maintain systems to track matching grant requirements and deadlines
- Oversee accounting for all matching grant transactions
- Maintain thorough documentation of all matching grant transactions and decisions
- Ensure compliance with matching grant regulations and reporting requirements and liaise with relevant government agencies as required
- Coordinate with external auditors for any grant-specific audits or reviews
Team Leadership and Development:
- Ensure that established financial policies, guidelines and procedures are adhered to and consistently applied
- Provide financial guidance and support to departments across the organisation
- Supervise and mentor finance staff
- Facilitate training workshops to disseminate knowledge to internal team members and external stakeholders
Other duties:
- Participate in internal and external audits
- Identify areas for process improvement and make recommendations to management
- Participate in system implementations and enhancements
- Participate in organisation-wide activities such as internal committees or task forces as assigned
- Perform any other duties as assigned from time to time
QUALIFICATIONS
- Bachelor's degree in accounting, finance or a related field
- CPA or equivalent certification is an advantage
- Experience in a similar sized organisation. Experience in a local non-profit / Social Service Agency (SSA) or government agency would be an advantage
- At least 5 years' experience in financial management with a strong knowledge of budgeting principles and practices
- Proven ability to manage complex budgets and financial models
- Excellent analytical and problem-solving skills
- Strong communication and presentation skills, with the ability to articulate complex financial information to non-financial audiences
- A team player with good interpersonal skills
- Ability to work independently and as part of a team
- Ability to produce quality deliverables and meet competing deadlines
- Take initiative and ownership of work
- IT savvy with advanced proficiency in financial software applications e.g. Dynamics 365 Business Central, budgeting and forecasting tools
- Well versed in Excel (e.g. VLOOKUP, Pivot Table) and PowerPoint
- Thrives well in a "paperless" environment
