Supply Chain Unit Head

Job Summary:

The Supply Chain Unit Head is responsible for overseeing the strategic direction, operational excellence, supplier management, risk mitigation, talent development, innovation, and stakeholder engagement within the supply chain function. This role is critical in driving supply chain optimization, enhancing customer satisfaction, and contributing to the overall success of the organization in Singapore.


Job Description:


1. Supply Chain Strategy and Management

  • Develops strategies (short to mid-term, long-term 1-5 years) in alignment with the organization's goals and objectives.
  • Establishes operating policies and procedures and evaluates operations results in Manufacturing, Demand Planning, Procurement, Warehouse - Logistic and Transportation Management.
  • Sets long-term objectives, identifying opportunities for improvement, and creating plans to optimize the supply chain processes.
  • Develops short to mid and long-term 1-5 years plans for optimizing the organization, function, or sub-function and the talent required to execute strategies.
  • Be fully responsible for developing and implementing the overall supply chain strategy aligned with the business objectives. Works closely with executive leadership to define the strategic direction, set goals, and identify opportunities for supply chain optimization and improvement.
  • Manages the overall operation of SCU to ensure high performance and alignment with company’s business strategy in the short, medium, and long term:

- Logistics Planning and Optimization.

- Procurement/Production/Inventory Management.

- Warehouse and Distribution Center Operations (Warehouse, Warehouse Shipping and Receiving, Distribution Center, Distribution Inbound/Outbound, Materials Handling).

- Transportation Management/Supply Chain Analytics.

- Demand/Supply Planning/Forecasting/Supplier Management.

- Risk Management.

- Collaboration and Stakeholder Management.


2. Supply Chain Execution


*Supply Chain Unit Profit & Lost (P&L)

  • Ensures CAPEX and OPEX control within budget.
  • Strategic partnership with potential suppliers, work in the long term for better and competitive price.
  • Promotes a new idea, innovation to improve processes, saving costs in operation activities.

*On time in full supply to Stores

  • Demand Planning, Supply Planning, Production, Warehouse and Logistics to make sure volume supply to stores on time in full.
  • Addresses the entire supply chain life cycle from proposal/capture through sustainment in support of the Business Unit (BU).
  • Collaborates with BNDU for the network expansion growth of the country.
  • Conducts plant/store visits to further evaluate and validate supplier capacity, capabilities and work processes.

*On time in full supply to Stores

  • Maintains and upgrade quality standards of Manufacturing and Supply Chain Operations.
  • Upgrades quality capacity for all suppliers.

*Operational Excellence

  • Planning and forecasting: creates and manages the supply chain planning process. Develops accurate demand forecasts, coordinating with BU and operations teams to align production and inventory levels, and ensuring timely availability of goods and services.

Supply Management:

  • Supply and Demand Assessment: Gathers forecast to assess declared capacity of current pool suppliers.
  • Supply Building & Augmentation (includes Supply Sourcing): Considers current pool of suppliers and uses them for supply building to meet current need for an assigned product.
  • Supply Innovation: Addresses current requirements by implementing plans according to prescribed methodologies/ timelines of previously approved innovation strategies/ products with customers and suppliers.
  • Interprets warehouse reports and sets the reorder quantity based on standard parameters. Identifies surges in the stock movements based on the reports and implements simple adjustments (frequency of orders) in the inventory plan.
  • Supplier management: manages relationships with suppliers, negotiating contracts, and ensuring the timely delivery of goods and services. Evaluates supplier performance, conducting supplier audits, and identifying opportunities for cost savings and process improvements.
  • Inventory management: Oversees inventory levels to balance the need for product availability with cost optimization. Monitors inventory turnover, implementing inventory control measures, optimizing warehouse space utilization, and minimizing stockouts and excess inventory.
  • Logistics and transportation: manages the transportation and logistics activities to ensure efficient movement of goods. Selects appropriate transportation modes, optimizing routes, managing freight costs, and coordinating with logistics service providers.
  • Continuous improvement: Promotes a culture of continuous improvement within the supply chain function. Encourages innovative thinking, identify opportunities for process optimization, and drive the implementation of best practices and new technologies to enhance supply chain performance.

Risk management:

  • Risk Identification and Assessment - Identifies typical internal risks (financial, operational, and technological) in simple procurement processes and assesses its evident implications in the assigned task/responsibility.
  • Risk Mitigation. Provides/implements simple recommendation on how to manage typical internal risks (financial, operational, and technological) in simple procurement processes.

Cost Management:

  • Managing Cost through total Cost Optimization.
  • Conducts simple comparative pricing vs. Competition, analyzes these data and makes simple decisions based on these findings.
  • Industry Awareness and Benchmarking - Compares requirement vs existing similar items in order to make decisions on simple purchases for a task/project.
  • Spend Analysis - Gathers historical spend data and identifies top spend suppliers and items for use in evaluation. Links/ integrates supplier management processes to own functional area.


3. People Manager and Development

  • Ensures appropriate manpower and structure are in place to support business requirements.
  • Ensures the manpower planning and fulfillment for network expansion.
  • Manages and develops people functional and leadership capabilities: Procurement, Supply Chain Operations, Demand & Supply Planning, Quality Assurance, Production, Service Engineering, Safety Health and Environment (if any).
  • Leads multiple teams of Sr Manager/Manager.
  • Conducts performance monitoring and evaluation of direct reports.
  • Champions people initiatives for the unit – ensuring compliance with talent assessment requirements, succession planning process...
  • Motivates people in the Unit and enhance people engagement.
  • Inspires people behaviors to demonstrate Company’s values.
  • Leads employee engagement initiatives and ensures participation of the unit.
  • Implements and approves promotions, allocation, and transfer of employees (if any) to meet and complete the goals of the Unit and the Company.
  • Implements the company internal regulation and discipline process (if any).


4. Others

  • Performs other job or expertise related assignments to develop oneself and/or share one’s expertise resulting to support for operational efficiency.
  • Perform other tasks assigned by Superiors.


Requirements:

  • Education: Bachelor's degree/MBA in Business Administration, Foreign Trade, Food Science, Industrial Management or others related major.
  • Experience:

- At least 15 years of broad and in-depth experience in Supply Chain Management/Business Development/Operations/Retail occupying a key role in a medium to large-sized company in the F&B/QSR/Retail industry, especially the fast-food retail chain industry.

- Significant experience in leading others.

- Significant stakeholder management skills.

- Strong operational business acumen, strategic thinking, executive presence, presentation skills and influence.

  • Training/License/Certification:

- Advance-level of supply chain management.

- Advance-level of profit management and financial analysis related programs.
