Job Description


Responsible for the Human Resource and Admin function, strategies, policies, and processes to ensure smooth day to day people management and administrative operations in the company. This includes facilitating organisation development and interventions, especially relating to people management, to help adapt to required changes. Guide the Senior Management and Group/Department Heads in the implementations of HR and admin policies and practices. These would include, but not limited to, guidance for recruitment/contract management, compensation and benefit management, talent management, Employee wellbeing and engagement. Being domain experts in HR, provide advice to resolve HR queries, issues and problems.


  1. Develop and review human resource policies against organisational needs, and in compliance to legislative, ethical and regulatory standards

• Identify legislative and compliance requirements and risks relevant to the organisation

• Develop and review HR policies according to legislative and regulatory requirements

• Update employee handbook with legislative and benefits changes


2. Facilitate recruitment and on-boarding processes as well as contract and licence management


• Post job vacancies and screen applicants

• Conduct joint interviews for senior and corporate services jobs

• Track and approve hiring of S-Pass holders to ensure proportion is within permissible quota

• Process employment contracts

• Update headcount and turnover reports and provide data for Ministry of Manpower surveys

• Conduct orientation for new staff

• Process employment confirmation and voluntary and involuntary termination when required


3. Manage the implementation, review and administration of compensation and benefits to employees

• Review and approve salary disbursement for all employees

• Process annual increment and variable bonus payout for staff employees and workers

• Provide data and information to Japanese Chamber of Commerce and Industry for annual wage survey

• Review insurance plans

• Facilitate travel arrangements for inbound and outbound expatriates

• Review job and salary structure


4. Establish organisation-wide strategies to facilitate performance management

• Develop and review performance management policy and procedures

• Oversee the implementation of performance management strategies

• Provide guidance to managers on performance management policy and process

• Consolidate performance ratings for all employees


5. Drive talent management strategies to identify, develop and retain talent as well as succession strategies for critical roles

• Develop and review talent management and succession planning strategies to support the organisation’s goals

• Define criteria to identify high potential and oversee talent assessment to ensure that conclusions are accurate and fair

• Consult key stakeholders to identify critical roles for succession planning and determine ways to plan for critical roles internally and externally


6. Facilitate employee-management relations

• Formulate strategies, policies and processes to strengthen employee relationships at the workplace

• Handle staff grievance matters and mediate employee relationships issues

• Provide advice and guidance on disciplinary actions


Job Requirements

  • At least a Bachelor degree with minimum of 8 years of relevant experience. Diploma in Human Resource or equivalent, with at least 10 years of relevant experience, preferably with at least 5 years of experience in a Japanese company.
  • Sound and proven experiences in employee relations (e.g. repatriation of foreign workers), discipline and grievance management, payroll processes & system
  • Good knowledge on organisation development and required interventions
  • Good understanding of local laws and regulations governing relevant HR Work
  • Possess strong analytical, negotiation and interpersonal skills
  • Have a pleasant personality with strong integrity, and positive working attitudes
  • Have strong numeracy skills and meticulous in procurement process and work
  • Able to liaise and work with staff of all levels.
