Job Description

Purpose
The Purchasing Manager leads in the development of both regional strategies and tactical operations. He/She will assist the Head of Corporate Purchasing to develop and implement strategic purchasing framework across the various Business Units for effective corporate governance.

The Purchasing Manager also leads in strategic sourcing and ensures StarHub obtains quality products for competitive prices in a timely fashion. He/She needs to identify cost saving opportunities, optimise commercial terms, creatively negotiate and build strategic supplier relationships, streamline source-to-pay processes, and rationalise suppliers’ base. He/She ensures compliance in a complex dynamic environment, communicates with team members and Executives, and plays an integral role in ensuring company manages procurement budget effectively and operate profitably.

Responsibilities:

  • Lead a team as key business partners supporting the businesses
  • Assist the Head of Corporate Purchasing to assess, review and implement technology solutions and processes that facilitates purchasing and contract management needs
  • Work closely with both BPO procurement outsourcing and enhanced procurement outsourcing
  • Conduct industry studies and spend analyses to formulate procurement strategies that support business needs which are in line with best practices
  • Develop and implement strategic purchasing framework across the Business Units to ensure relevance and effectiveness in promoting best practice and corporate governance
  • Leads supplier negotiation and manage contracts to achieve best commercial terms and conditions
  • Work creatively and proactively with the businesses and sourcing team to achieve profitable improvements to StarHub sourcing
  • Ensure the purchases comply with the prevailing purchasing policy and procedure
  • Manage suppliers’ relationships and periodic evaluation of vendor performance
  • Liaise closely with internal stakeholders on their purchasing needs and budget, review documents such as tender specifications, approval papers, letters of award and contracts, and consulting internal Legal counsels where needed
  • Actively identify and screen new and existing suppliers to confirm their capabilities and competitiveness that meet our requirements, and seek leverage/ harmonisation opportunities whenever possible
  • Drive continual process improvement via internal and external stakeholder engagement
  • Drive cost savings from strategic sourcing (tenders, reverse auctions etc) and other procurement levers


Qualifications

  • Appropriate qualification in Business Management, Engineering or equivalent
  • At least 8 years of procurement experiences preferably with telco, ICT or IT industry, in a regional capacity
  • Experiences in technical sourcing, managing spend and continuously in search for opportunities to consolidate vendors and leverage on volume and price
  • Proven track record of commercial acumen, cost management analysis, vendor management and negotiation
  • Possesses strong leadership, people management and interpersonal skills and able to drive implementation of procurement framework at various levels
  • Ability to innovate, influence and possess aptitude for change management
