- Manage and coordinate the project effectively
- Manage and direct site staff (i.e. senior engineers, engineers, supervisors, etc.) in the project management of the NSC civil contracts (including other supporting Contracts);
- Assist in leading the supervision personnel, including Resident Engineer (RE) and Registered Technical Officers (RTOs) in the supervision of the project to ensure compliance with drawings/specifications, approved work methods and authorities’ requirements;
- Assist in managing the Contractor on the construction of the project, including but not limited to monitoring submissions by the Contractor and clearances from the other consultants and relevant authorities;
- Evaluate the Contractor’s proposed programme of works and recommend any adjustments where necessary;
- Maintain and keep up-to-date all project-related information in the Authority’s portal;
- Establish the quality management system, safety and risk management, time management, cost planning and management system for the construction activities;
- Co-ordinate/approve corrective actions and monitor the actions taken;
- Identify/solve site problems. To liaise and coordinate with the Contractors, and the Authority’s team (including the chairing of regular meetings) to ensure timely resolution of all site problems;
- Conduct on-site joint verification of Contractor’s progress payment with the Authority’s team;
- Co-ordinate services laying and utility diversion works to ensure timely completion;
- Ensure the safety and quality of works and monitors the performance of environmental control measures, earth control measures, site safety measures, and housekeeping on-site and initiate preventive/corrective actions;
- Ensure that the Contractor delivers works to the requirement of the Authority and within the Contract period;
- Ensure that site records of all variation orders and Instructions are properly documented;
- Ensure proper coordination between other Contracts and authorities. Ensures an efficient Viaduct, Civil & structural and Geotechnical design is achieved in accordance with Design Criteria and relevant standards;
- Liaise with internal and external parties on all Viaduct, Civil & Structural and Geotechnical design matters and advises and assist the NSC’s PRPM/SPM/PM in all project management matters;
- Assist in investigating and liaising with the public and the relevant authorities for public feedback;
- Train, manage and provide leadership to the site supervisors in supervision and site management work, including the keeping of proper and accurate records;
- Prepare and update project progress reports regularly and carry out presentations whenever required;
- Identify potential or actual causes of delay and discuss with Contractors to take preventive or remedial actions;
- Respond to all emergency matters, such as fire and accidents, at the site during or off working hours;
- Work with the Authority’s team to project monthly construction progress;
- Manage the progress of precast components workshop drawings production, submission and approval. Also manage the mould adequacy and progress of mould fabrication, precast components production and delivery to ensure no delay to the progress of works;
- Ensure implementation of effective Noise Management and Public Communication Plan
- Carry out administrative works pertaining to the management of the project including but not limited to official attendance and minutes or notes taking in all meetings
Job Requirement
- Minimum Degree in Civil and Structural Engineering
- Minimum 8 years relevant experience in a project/construction environment, with at least 3 years experience in viaduct and /or flyover construction
- Proficient in relevant software programmes for planning and project work
- Strong leadership qualities with good analytical and communication skills
- Experience in civil/structural / geotechnical design will be an advantage
