Senior Project Manager

General Overview

  1. The incumbent will lead a team to execute Singapore LNG capital projects, from the establishment of contract strategy, through tendering for and management of Engineering, Procurement and Construction (EPC) contracts to handover of the completed projects to the SLNG Operations team.
  2. This position requires a candidate who has the necessary project management experience to manage the delivery of major EPC projects, preferably in the Oil and Gas industries.
  3. The incumbent will lead a multi-discipline project management team having overall responsibility as the Owner’s representative during the engineering, procurement and construction of all projects.
  4. Experiences in onshore/offshore LNG Terminal, FSRU and Regasification project are preferred.


Roles and Responsibilities

  1. Single point accountability for delivery of the assigned projects.
  2. As Owner’s representative, managing all contractors to ensure projects are executed in line with the SLNG and contract HSSE, quality, technical integrity, operability, cost and schedule objectives, including initiating and enforcing any corrective measures to improve performance.
  3. Maintaining and delivering the highest standards of safety and environmental performance both in design and construction in alignment with SLNG policy and expectations.
  4. Ensuring that projects comply with all applicable laws, regulations, codes and standards.
  5. Approving, monitoring and controlling contractor execution of quality assurance and control plans and procedures.
  6. Establishing, maintaining and ensuring use of appropriate project controls and metrics for recording and reporting project progress and cost performance.
  7. Providing accurate and comprehensive project progress reports in written form to SLNG management and presenting project status to senior management and board members.
  8. Managing all interfaces between the EPC contractor and other relevant stakeholders, particularly the Operations team and third parties, including other contractors, utility providers, government authorities, neighbors, consultants etc.
  9. Proactive identification, mitigation and management of all project technical, cost and schedule and reputational risks.
  10. Developing appropriate resourcing plans for Owner’s management of all projects and recruiting/acquiring or demobilizing as necessary all required resources.
  11. Managing and coordinating all activities of the Owner’s project management team.
  12. Providing leadership, coaching and development of all reports.
  13. Establishing and maintaining a positive, proactive working environment that encourages team working in a spirit of openness, honesty and integrity.

Work Experiences

  1. He/she must have a minimum of 15 years project and construction experience, and five years experience as project manager for the execution of substantial ($>250 million) projects, preferably in the Oil and Gas industry;
  2. Strong commitment to the achievement of excellence in HSSE performance
  3. Experience of LNG or other cryogenic processes would be beneficial.
  4. Leadership skills and track record of managing complex tasks in a team context
  5. Motivated and goal-oriented, with the drive and commitment to deliver in line with targets
  6. Excellent planning, organizational, budgeting, forecasting, cost and schedule control and risk management skills
  7. A good understanding of all engineering disciplines, procurement practices and construction drivers with the ability to make considered judgments to manage conflicts between them to deliver best project outcomes
  8. Excellent communications and influencing skills, both upwards to all levels of management, authorities and other external stakeholders, and towards his/her team to motivate and align them with project goals
  9. Understanding of management of change processes and their role in managing technical integrity
  10. Ability to remain composed under pressure
  11. Ability to address and diplomatically resolve interpersonal conflict
  12. Excellent oral and written communications skills in English
  13. Strong interpersonal skills and ability to lead multi-cultural teams

Education Requirements

  1. Degree in Engineering from a reputable university.
