The officer will report to the Assistant Director and be part of the team driving strategy and programme planning at the sector-wide and national level, under the Technology Strategy & Planning Division.The potential officer will be responsible for leading efforts to establish policy and programme parameters, formulate funding approaches for IT initiatives (including sector digitalisation grants), and develop implementation plans for sector and national-level programmes.
The role requires the officer to appreciate the broad, collective view of IT and non-IT programme components, and the ability to manage the roadmap of inter-related IT projects in a coordinated manner. The officer will collaborate with various stakeholders to ensure continuous alignment with strategic goals and objectives, and adjust strategy and plans to optimise delivery of intended policy outcomes.
Roles and Responsibilities
- Engage key stakeholders in the public healthcare and wider healthcare sector to understand the IT and data landscape for digital health at a sector-wide and national level.
- Lead efforts to establish policy and programme parameters, formulate funding approaches for IT initiatives, develop appropriate IT grants and develop implementation plans for sector and national-level programmes. Define the programme's expected benefits with stakeholders and key decision-makers.
- Design the governance framework for digital strategies and systems as part of the sector-wide and national level programmes, and work with other relevant teams to clarify related issues such as system architecture and IT/ data policies.
- Communicate the strategies and governance framework to designated System Owners and stakeholders.
- Work with IT delivery teams to implement the programme for digital strategies and systems, and monitor and report implementation progress as necessary.
- Manage priorities and changes that may impact programme delivery progress and its intended benefits.
- Develop and maintain strong relationships with stakeholders through effective communication strategies and plan.
Requirements
- Good general degree, preferably in Information Technology, Business Administration, Economics or Healthcare-related fields.
- A high level of computer literacy.
- Demonstrated knowledge in project management and stakeholder engagement, with preferably at least 7-8 years' relevant experience in consulting, project management, or IT planning. Candidates with 3-5 years’ relevant experience may be considered for a Manager role.
- Demonstrated ability of effective communication (both verbal and written) skills to engage a wide range of stakeholders.
- Candidates with relevant experiences in the healthcare or public sector are preferred.
