Job Summary

Operational Resilience enables the Group to prioritise the most important business services to its customers. It enables the product and segment CEOs to set impact tolerances thresholds for those services and ensures the operational assets which support those services are built, maintained, changed in BAU with resilient service in mind and can continue to provide those services during crisis.

The role-holder is the Subject Matter Expert for Operational Resilience is responsible for setting and maintaining the Operational Resilience Standard associated with the Client Service Resilience Policy, as well as the delivery of the Standard’s requirements across the business and functions. Responsibilities include i) coordinating and aligning methodology in setting Important Business Services (IBS) and Impact Tolerance Statements (ITS); ii) management of vulnerabilities across the Bank; iii) testing associated with the centres of excellence; iv) mapping to enable to bank to understand operational assets supporting the IBS; and v) driving tooling and visualisation capabilities for the mapping of operational assets.

The role-holder will work closely with key stakeholders across TTO, Business, Technology, Functions and the central Operational Resilience programme to ensure effective delivery of Resilience activities.

Key Responsibilities

Strategy
• Provide leadership and drive management of delivering Operational Resilience in alignment with regulatory requirements as defined in PRA SS1/21 and FCA PS21/3.
• Provide leadership and subject matter expertise on Third Party Resilience to ensure compliance to SS2/21 and in alignment to Operational Resilience regulations.
• Provide thought leadership on EU’s Digital Operational Resilience Act (DORA) regulations and how it aligns to the overall Operational Resilience agenda as well as the Bank’s strategic intent.
• Provide leadership and management of delivery of processes, controls and governance of Operational Resilience in alignment with the Bank’s strategic direction globally.
• Responsible for facilitating embedment of Operational Resilience implementation in BAU, including byt not limited to supporting IBS and ITS identification, mapping of operational assets, planning and managing scenario testing, vulnerabilities management, and implementation of IBS Health Dashboard.
• Accountable for defining strategy and planning for end-to-end service resilience encompassing Operational Resilience to support the Group strategic intent.
• Build Operational Resilience through collaboration with Business, Country and Functions by defining, building and enhancing end-to-end service resilience capabilities.
• Provide Operational Resilience insights to support risk and investment management decisions to drive the resiliency across all operational assets.
• Provide leadership and Operational Resilience guidance to the SteerCos. Programmes Committees, Risk Committees, and other forums in order to drive outcomes from programmes owned by others, in the service of the Group’s strategic agenda.
• Work with Operational Resilience Programme Lead to manage overall delivery risk of Operational Resilience implementation.
• Own and maintain the Operational Resilience Standard including drafting and maintenance in accordance to Group wide policy and standard guidelines.

Skills and Experience

Business
• Provide leadership over the operational delivery, controls, reporting, and governance of the Operational Resilience agenda and work with appropriate First and Second Line subject matter experts in Group Business lines and functions.
• Drive compliance with Group Policies, Standards and local regulatory requirements for Operational Resilience and our key stakeholders.
• Responsible for the implementation of Group regulations relating to Operational Resilience and drive regulatory compliance and conduct gap analysis for country specific regulations.
• Enhance operational resilience to support FFG, CIR, RoTE, Productivity and customer experience outcomes.
• Maintain core Operational Resilience capabilities globally regardless of IBS and country scope.
• Manage regulatory engagements relating to Operational Resilience.
• Represent the Group externally on Operational Resilience.
• Building Resilience by Design to make end-to-end services resilient through integration of resilience capabilities across different operational assets to effectively manage and reduce whole life cost of product cycles for the Bank.
• Provide leadership and Operational Resilience guidance to governance and risk forums in order to drive Operational Resilience outcomes.

Processes
• Accountable for global processes for operational resilience within the Bank.
• Responsible for setting the control environment for Operational Resilience, including Third Party Resilience.
• Owns the Operational Resilience Standard and processes, delivering against the requirements of the Standards to assurance against the CSR Policy.
• Build and maintain an effective control framework to identify and mitigate risks inherent to Operational Resilience processes.
• Responsible for the assessment of Group level regulations on Operational Resilience and coordinate changes required under CSR Policy and its associated Standards.
• Support country level Operational Resilience regulatory implementation.

People and Talent

• Promotes new thinking, creative solutions to ensure timely and effective delivery of the programme milestones including management of financial and operational risks.
• Promotes lean start-up product development mindset and behaviours at scale.
• Facilitate on-the-job learning from current & previous experience by identifying and communicating transferable lessons, helping to embed these lessons, and encouraging best practice across geographies team.
• Be a self-starter who can initiate and successfully drive programmes and projects to completion with little management supervision.

Risk Management
• Responsible for setting the control environment for Operational Resilience across Business and Functions.
• Responsible for defining the standards of controls and metrics which provide first line businesses requirements to manage Operational Resilience risks, and work with second line teams to oversee that risk exposure.
• Accountable to oversee the conduct the annual Risk and Control Self-Assessment by the business and functions in relation to Operational Resilience.
• Escalation of potential threats to Operational Resilience to the appropriate NFRC.
• Review and challenge Group and Risk Appetite metrics related to Operational Resilience.
• Review and challenge the business implementation of processes and controls across Operational Resilience.
• Oversee and challenge Operational Resilience related risk, controls, issues and actions in M7, and track these issues to completion.
• Management and oversight of the IBS Health Dashboard to provide business an IBS health, enabling them to monitor IBS health posture, support escalations and demonstrate ability to remain within ITS.

Governance
• Responsible for ensuring the Operational Resilience framework complies with the operational risk framework, Client Service Resilience Policy and other group policy or control requirements.
• Manage Operational Resilience assurance activities as to enable effective oversight of the resiliency of our client service.
• Ensure the Bank’s values, standards and code of conduct requirements are integrated into Operational Resilience framework.
• Ensure compliance with group policies, standards and local regulatory requirements; recommend additions/enhancements/changes to the group policies, standards, guidelines, procedures and controls as appropriate.
• Represent Group Resilience at related governance forums/committee where required.

Regulatory Business Conduct

• Assess new/updated regulations, review the existing processes/practices to ensure compliance with Crisis Management regulatory requirements.
• Display exemplary conduct and live by the Group’s Values and Code of Conduct.
• Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.

Our Ideal Candidate

  • 12+ years of experience in Financial services, with experience and knowledge related to Operational Resilience, Crisis & Continuity Management, or similar regulatory deliverables.
  • Degree in a related field and professional accreditation with a related industry body
  • In-depth knowledge of business processes and risk management
  • Fluent written and oral business communication skills.
