Purpose and Scope
Reporting to the Workplace Safety & Health Manager to ensure compliance with all HSSE laws and regulations and other HSSE requirements applicable to Sembcorp’s activities, products and services.
Key Roles and Responsibilities
- Provide WSH and Fire Safety expertise to meet or exceed requirements of MOM and SCDF
- Provide technical safety & engineering expertise to meet relevant industry practices
- Demonstrate consistent and positive behaviours and actions that meet all the applicable requirements stated in WSH (WSHO) Regulations and Fire Safety (FSM) Regulations
- Interface with various departments and engineers to ensure process safety delivery
- Provide strong support to implement & maintain ISO 9001, ISO14001, OSHAS18001/ISO45001 and MOM SMS (SS 506 Part 3), MHI Safety Case Regime; and other applicable Q-HSSE Standards and Best Practices
- Monitor compliance to applicable Q-HSSE codes, standards and legislation in Singapore, as well as SCI G-HSSE standards, procedures, and guidelines
- Provide day-to-day support to Operation & Maintenance (O&M) teams on Hazards & risks control issues and assessing process hazards and risks
- Manage the sustainability and/or support implementation of the following Process Safety elements for Process Hazard Analysis (PHA), Management of Change (MOC), Pre-Start-up Safety Review (PSSR)
- Process Safety Performance Measurement and Analysis
- Compliance with relevant MOM Process Safety requirements
- Interface with various departments and related stakeholders to support key HSSE Programs (e.g. HSSE O&M Cross Inspection,5S, G HSSE & MPM Monthly Reporting, PPE Inspection, etc...)
- Interface with other departments to jointly deliver technical/education training & audits programs to the field to improve competencies and ensure compliances
- Liaise with authorities on Licenses, Permits, and Written Permissions applications & renewals processes, and also on emission reporting and emission exceedance management
- Contribute as part of cross-functional teams in the investigation and analysis of incidents / accidents in any company owned premises / asset; to identify root causes of problems and recommend and follow-up on corrective & preventive actions/solutions
- Conduct training for staff & contractors on HSSE matters & emergency response drills as well as implement promotional Programmes / activities where required to raise awareness / understanding of Staff & Contractors on new or changes in HSSE-related systems / procedures
- Conduct regular site HSSE inspections
- Conduct Monthly HSSE Committee Meeting
- Assist in the Annual Respirator Fit-Test, Workplace Safety and Health (Medical Examinations) Regulations Exposure to Noise (Audiometric Test)
- Conduct and Review Method Statement and Risk assessments
- Assist in Conduct noise monitoring in accordance with the Workplace Safety and Health Act (Chapter 354a), WSH ( Noise) Regulations 2011 & Personal Dosimetry monitoring based on person in similar exposure group (SEG), boundary noise monitoring in accordance with Environmental Protection & Management ( Boundary Noise Limits for Factory Premises) Regulations , Environmental Protection and Management Act (in compliance to NEA requirements), Industrial Hygiene monitoring based on WSHA (General Provisions) Regulations : Permissible Exposure Limits of Toxic Substances ( Personal and Static test), and Indoor Air Quality Assessment ( Instantaneous measurement in accordance to SS554:2009)
Qualification, Skills and Experience
- Related industry experience with an Engineering degree or diploma, preferably in Chemical/ Environmental / Process or Risk Engineering
- Possess WSHO and FSM Certificates
- Minimum 3 years of industrial experience in the relevant process industries
- Strong knowledge of Singapore HSSE related regulatory requirements preferred
- Meeting standard industrial practices, Codes/Standards, and Insurance Guidelines
- Experience in process safety and manufacturing is desired
- Able to communicate at all levels and firm in decision
- Able to work under pressure & tight deadlines
- Able to self-motivate and encourage cohesive work team
