About the role:
- Responsible for leading and directing estimating resources and proposing costing strategies through the review and analysis of completed projects as well as global and regional cost data to effect such strategies towards the realization of the company's business objectives.
- Responsible for ensuring that the Estimation & Analysis (E&A) Team personnel have correct skills, are given appropriate training, are up-to-date on the latest methods, procedures, and requirements, and are sufficiently resourced to accomplish their tasks effectively
- Responsible for the effective review of tender specifications by the E&A team and ensuring full understanding of project preambles and methods of measurement to generate accurate costing for tenders in line with project requirements.
- Responsible for leading the post-mortem analysis of costs based on data collected from completed projects and to conduct lessons learned on tenders that were not successful.
- Lead E&A team in vendor and customer techno-commercial clarifications and negotiations together with Procurement/Subcontracting teams and Marketing team, respectively.
- To develop, establish, and implement effective business processes within the E&A team to ensure an acceptable degree of accuracy and credibility in the estimation of costs, for the company to remain competitive in pricing decisions by senior management.
- Refine and reconfigure estimating and analysis business processes that will ensure applicability at the project level.
- Ensure the setting up of a robust bid analysis system to evaluate cost estimate metrics by trades, categories, cost codes, etc.
- Responsible for leading the implementation of cost-estimating strategies for projects, including direct labor, materials, permanent equipment, construction equipment, project conceptual layout, outsourcing, etc.
- Responsible for ensuring the preparation and submission of accurate cost estimations, cost summaries, and bid analysis by the E&A team, and concise presentation in a timely fashion for submission to senior management.
- Responsible for the triangulation of cost estimates, actual past project costs, and proposed basis for costing strategy, for discussion and review with senior management.
- Responsible for the setup and preservation of a database system for project cost estimates versus actual project costs by working with Marketing, Project Management, Production, Procurement, Sub-Contracting, Quantity Surveying, and Finance functions within the Company.
- Responsible for the review of project plans and specifications and ensuring effective coordination between the E&A team and other departments to confirm the complete scope.
- Responsible for identifying and evaluating all cost-related technical issues in projects.
- Responsible for ensuring the comprehensive review and completion of the bid forms and ensuring that they are within the given specifications.
- Responsible for ensuring the close monitoring of tender results and ensuring proper updating in the tender register.
- Responsible for conducting tender costing review with senior management and tender committee for approval.
- Responsible for the preparation and issuance of project budget for commercial handover to Project Managers and Production upon project award.
About you:
- Bachelor’s in civil engineering/Marine & Offshore
- 15 years of experience working as an Estimator in the Oil & Gas sector
- Oil & Gas fabrication estimating experience preferred
- Excellent written and communication
