The (Senior) Human Resource and Administrative Manager is responsible for overseeing the Human Resource and Administrative functions of the organization. This includes developing and implementing HR policies, programs and procedures, managing employee relations, recruitment and retention, compensation and benefits, performance management, training and development, and ensuring compliance with labor laws and regulations. The incumbent will also be responsible for overseeing the administrative functions of the organization including office management, procurement, vendor management, and budget management.
RESPONSIBILITIES:
- Partner with the leadership team to understand and execute the organization's human resource and talent strategies
- Handle full spectrum of the local HR functions (payroll, recruitment, compensation and benefits, talent management, HR policies and etc.)
- Identify, assess and hire quality talent for various roles to meet business needs, and work towards building a high-performance workforce for the organization
- Create, implement and update HR policies, procedures & SOP to meet the need of the organization- locally or globally
- Develop, implement and manage the performance appraisal system & processes and ensure that performance issues are addressed promptly
- Be the go-to person for all employee-related issues throughout the employee life cycle
- Ensure Company’s HR practices adhere to the local labour legislation
- Be the gatekeeper and the advisor for producing the contract of the global independent contractors
- Develop, enhance and implement appropriate HR policies, process flow, compensation & benefits plan, performance management & career ladder plan, learning & development plan, compensation plan and programs to facilitate optimal performance of all employees
- Working with the leadership team to ensure the effective roll out of training & development programs and support the development and retention of top talent in the organisation
- Collaborate with leadership and provide HR guidance when appropriate; including staffing, talent development, performance management, and employee relations
- Manage employee disciplinary issues and provide advice to business leaders on ways to manage each case
- Oversee the full spectrum of office administration.
WHAT WE'RE LOOKING FOR:
- Minimum 5 years of experience in HR Operations, ability to work effectively as part of the team and also as an individual contributor
- Knowledge of HR policies, procedures, and practices, as well as employment law and regulations
- Familiar with the various types of Career Conversion Programme and Grants for SMEs
- Strong leadership, communication, and interpersonal skills
- IT savvy, good organizational skills with attention to detail
- Resourceful, creative and highly self-motivated individuals who can work in a fast-paced environment
- Disciplined Self Starter with a can-do attitude: proactive, resourceful, collaborative team player; details oriented and strong follow-through skills
- Strong problem-solving, analytical and decision-making skills
- Work experience in start-ups and the ability to work effectively within a highly ambiguous, fast-paced environment would be an advantage
- Bachelor’s Degree in Human Resources, Business Administration or related field
- Strong written and oral English & Chinese
