Responsibilities:
- Lead the design and implementation of GIS solutions by collaborating with internal stakeholders and external partners.
- Analyse and interpret business requirements to ensure the GIS solutions align with operational demands and strategic goals.
- Oversee the GIS inventory management processes and Standard Operating Procedures (SOPs), identifying and addressing discrepancies or gaps.
- Manage vendor relationships, including the oversight of incident, service, and problem management, as well as negotiating and monitoring Service Level Agreements (SLAs).
- Handle the GIS-related budgeting and contractual agreements, ensuring timely renewals and adherence to financial guidelines.
- Review technical specifications and assess proposed solutions to ensure compatibility and alignment with business needs and technical standards for OSS/BSS environments.
- Lead change management and problem management initiatives to maintain and enhance system functionality without affecting existing features.
- Supervise regular system maintenance activities, including database maintenance and generating business and regulatory reports.
- Conduct regular review meetings with team members to gather feedback, discuss progress, and identify areas for improvement.
- Manage technical projects from initiation through to successful implementation, monitoring progress and continuous improvement.
- Develop and maintain a competent team capable of providing second and third-level support for all GIS and related applications.
- Ensure continuous development and training of team members, particularly in application software configuration, programming, enhancement, and testing.
- Maintain strict access controls and change management protocols to ensure the integrity and security of GIS systems.
- Provide timely technical support during audits and ensure GIS applications are prepared for disaster recovery (DR) scenarios.
- Independently engage with user departments to gather requirements, present solutions, and system changes, and discuss potential workarounds.
- Foster a collaborative environment and share knowledge extensively within the team to enhance collective expertise.
- Undertake any other tasks as assigned by the Director of Information Technology or the Executive Director, which may include ad hoc projects and initiatives.
Requirements:
- Degree in Information Technology, Computer Engineering, or equivalent.
- Minimum 10 years of related work experience with at least one GIS (e.g., GE Smallworld, Hexagon/Technology, ESRI) and Web Technologies, including Magik, Java, and .Net programming languages.
- Proven experience managing GIS systems and projects, preferably in a telecommunications or similar technical environment.
- Strong understanding of web technologies, database management, and software development.
- Excellent leadership skills with experience in managing cross-functional teams.
- Strong vendor management and negotiation skills.
- Able to work independently and as a team, a highly motivated and goal-oriented individual.
- Ability to think strategically and solve problems effectively.
- Logical thinking/ approach to problem-solving in a time-sensitive, challenging environment.
