Responsibilities
· Co-ordinate and liaise between the Board and the Project Contractor. The RTO shall also collaborate with and be responsible for the co-ordination of the services to be provided by the other specialists engaged by the Project Contractors, and such other consultants as may be appointed by the Board from time to time.
· Arrange and supervise Site Acceptance Test and Factory Acceptance Test as may be necessary, including the review of samples submitted by Project Contractor, inspections and testing during manufacture of such materials, equipment and plants as are usually inspected and tested locally before commissioning.
· The RTO shall have the authority to issue site instructions on behalf of the Board if such are necessitated by constructional requirements, affecting the safety of the Project and site operations, provided the Board shall be immediately notified thereof.
· Check on the quality of materials delivered to site and report to the Board any material that does not conform to the specifications.
· Check the Project Contractor’s claims and advise the Board on appropriate actions to be taken.
· Assist the Board to verify all variation works carried out on site. Record and report all additional work and any claim on extension of time and, assist the Board in evaluating any such claims on variations and extension of time.
· Ensure the safety, cleanliness, tidiness, and Earth Control Measure (ECM) are provided and maintained on site, if and when required.
· The RTO shall include daily monitoring of site works and update of daily activities done by Project Contractor as part of his job scope.
· The RTO shall also assist in verifying transmittals, method statements, risk assessment and submission submitted by Project Contractor to ensure compliance to Specifications.
· The RTO shall also assist to certify work done each month for Contract payment purposes to be processed by the Board.
Inspect all works and list the defects required to be rectified during the Defects Liability Period of the Project. Monitor the progress of rectification works and ensure all defects are satisfactorily rectified. Supervise any remedial works as requested by the Board during the Defects Liability Period. The RTO shall also arrange and conduct end of Defects Liability Period inspections with the Project
