Key Duties and Responsibilities


The Senior Procurement Manager will be responsible for all procurement related activities for the company and lead the end-to-end procurement processes and activities of sourcing, evaluation, contract management and purchase order issuance. The role demands a candidate with dynamic and adaptable approach to support business objectives.

Key accountabilities and decision ownership:

  • Ensure end to end procurement processes & activities to meet the objectives of (i) proper governance, (ii) cost efficiencies and (iii) on time delivery of projects.

Lead end to end Procurement activities:

  • Validate requirement, float RFQ/RFP, manage tender process.
  • Sourcing of key vendors/ suppliers to support project delivery.
  • Identify high risk suppliers & work on alternate plan to minimise the risk.
  • Establish framework for the selection of vendors.
  • Lead negotiation and contracts closure with partners for major deals in consultation with Legal and internal stakeholders.
  • Prepare and present recommendation papers to Senior management and procurement committees.
  • Drive cost savings initiatives including group procurement.

Contract Management:

  • Work closely with legal team and user to negotiate contract terms with vendors.
  • Negotiate contracts with vendor to ensure favourable terms for the company.
  • Coordinate between legal team & users to finalise and close contracts in a timely manner.
  • Assess and mitigate risk associated with contracts, and work to incorporate safeguards into contracts.
  • Maintain a register of contracts.

Process and Policies:

  • Maintain the procurement process, workflows and policies, ensuring relevance to the business and alignment to the Group’s objectives.
  • Ensure strict compliance for Purchase policy.
  • DOP/DOA adherence for all PO & decisions.
  • Ensure Fairness & transparency in decision makings.

Stakeholder Management:

  • Engagement with stakeholders to drive procurement strategy and recommendation.
  • Includes preparation and presentation of procurement papers.
  • Accountable for monitoring SLA performance with key project suppliers.

Vendor Management:

  • Negotiate contracts, terms, and pricing with suppliers/vendors to achieve cost savings and quality standards.
  • Monitor vendor performance and manage relationships to drive continuous improvement.

Team Development:

  • Support the Head of Procurement in guiding the procurement team (HQ and new markets)

Requirements

  • Bachelor’s degree in engineering, business administration or supply chain management with equivalent industry experience.
  • Proven experience of more than 8 years in end-to-end procurement process, contract management preferably in infrastructure or data centre industry.
  • Knowledge of Data Center, construction, engineering, procurement, industry standards and other project-related activities, their interfaces and interdependencies preferred.
  • Strong communication & decision-making skills with cross functional experience in relevant procurement background.
  • Strong commercial, negotiation and analytical skill with ability to draw big picture
  • Ability to communicate and engage effectively with stakeholders at Executive level.
  • Strong team player and ability to work closely with different business units.
  • Ability to work independently under tight timelines.
  • Experience in leading procurement projects across multiple countries, outside of Singapore.
  • Experience in Ariba preferred.
