Job Description
- Administer and implement the project’s safety, health and environment management system and monitoring of the HSE performance.
- Contribute on the implementation evidence to the company’s system certification audits, namely ISO, ConSASS, BizSafe and other applicable certification as required.
- Implement, monitor, and maintain appropriate safety measures in accordance with the Workplace Health and Safety Act and statutory requirements.
- Advise the Occupier, Project Manager or any other person in-charge of the worksite on the applicable Safety, Health and Environmental legislation, Clients’ requirements and measures to be taken in the interest of HSE of the persons employed therein; with the approval of such Occupier, Project Manager or person implement such legislation, requirements and measures.
- Implement, track and monitor Safety, Health and Environment performance indicators and report on performance management and client as required.
- Inspect the worksite personally or direct his assistant to inspect the worksite on his behalf to determine whether there is any machinery, plant, equipment, appliance, process or any description of manual labour used in the worksite which is of such nature that is liable to cause risk or bodily injury to any person working or employed in the worksite.
- Discuss the findings of his inspection with the supervisor employed in the worksite who is in charge of the machinery, plant, equipment, appliance, process or manual labour and report such findings to the Occupier, Project Manager or any person in charge of the worksite.
- Assist the site supervisor in investigation of any accident which took place within the worksite arising from the use of such machinery, plant, equipment, appliance or manual labour and check the supervisor’s report thereon and the action taken to remove the cause or causes of such accident.
- Investigate into every fatal accident and dangerous occurrence which took place within the worksite and any industrial disease contracted in the worksite. Act as advisor to the accident investigation committee.
- Assist to prepare a comprehensive accident report for submission to WSH Manager and Project Manager within 1 working day in the event of accidents.
- In the interest of Safety & Health of the persons employed in the worksite, advise the occupier of the worksite on the specifications.
- for any repair or alteration to be made to the worksite or any extension thereon; and
- Any new machinery, plant, equipment or appliance to be installed or used in the worksite;
- Act as Secretary to the WSH Committee and assist the Chairman in planning and directing the function of the workplace safety and health committee.
- He shall initiate the management review with input request from the Project Manager /Construction Manager.
- Establishing emergency preparedness procedures in collaboration with Police, Emergency Response, Medical Services and interfacing contractors.
- Enforces all safety requirements and in-house safety rules and regulations.
Job Requirement
· Candidate must have at least a Specialist Diploma in Workplace Safety & Health and ECO certificate.
· MOM registered WSH Officer and NEA registered ECO
· At least 3 years of relevant working experience in the building construction, trackwork industry or LTA projects preferred.
· Preference will be given to candidate who possess lead inspector / auditor certification with experience in management of Health, Safety and Environmental audit programs.
· A good understanding of all local safety & health regulations is a must.
· Comprehensive knowledge of hazard identification.
· Minimum commitment of 6 months required for the role.
· Computer literacy of Microsoft.
